Take action to remove bottlenecks and fight waste

Voters nationwide followed the first phase of the 8th Session of the 15th National Assembly with interest and expectations for a strong change, as General Secretary To Lam delivered the message about the country's "Era of Rising".

One of the things that voters are particularly interested in is the statement on fighting waste, removing bottlenecks, and what actions to take to achieve that. At the National Assembly forum, General Secretary To Lam pointed out a number of wasteful addresses such as the 10,000 billion VND flood prevention project in Ho Chi Minh City, the 2nd facility projects of Bach Mai and Viet Duc Hospitals in Ha Nam. As for what actions to take, Prime Minister Pham Minh Chinh gave an ultimatum within 6 months for the Ministry of Health to complete these two projects to put them into use.

If all the suspended and shelved projects are dealt with immediately, that is action. Everyone has seen it and talked about it a lot, but it has not been dealt with decisively.

General Secretary To Lam also pointed out that nearly 70% of the budget is currently spent on salaries, regular expenses, and activities. If the budget continues to be managed like this, there will be no money left for investment and development.

Therefore, the main action is to cut down and streamline the payroll. To repeat the words of the General Secretary: "We must streamline the apparatus, continue to reduce the payroll, reduce regular expenditures to save resources for investment and development. I say that a cumbersome apparatus is very difficult, it hinders development."

The National Assembly Standing Committee has reviewed and decided on the arrangement of district and commune-level administrative units in 12 provinces and cities for the period 2023-2025. It is expected to reduce 1/6 of district-level units and 161/361 commune-level units. That is an action.

Also at the National Assembly forum, Minister of Planning and Investment Nguyen Chi Dung said: In 3 years, a Chinese province built 2,000km of highway. Also related to the "bottleneck" in regulations on investment and construction of projects, previously, Minister Nguyen Chi Dung also gave information that in Dubai, 500 buildings with a total investment of 20 billion USD were built in just 5 years; while in Vietnam, with current regulations, it would take 1,500 years.

Why is your country doing it so quickly, while we are so slow? It is because the system of regulations binds, hinders, and slows down everyone, from management agencies to investors. It is clear, whether or not the regulations are quickly removed depends on the determination and intelligence of policy makers.

There are things that can be done immediately, there are things that take time, but we must start acting, we cannot delay any longer.
