The most pressing concern these days is whether to stay or go, whether to retain or lose the positions and jobs of a large number of leaders, civil servants, and workers from the central to local levels when the so-called "streamlined" apparatus has begun to run and accelerate.
This is inevitable and has been seen and predicted in advance.
As General Secretary To Lam said in his speech at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee, on December 1, "when streamlining the apparatus, it will involve thoughts, feelings, aspirations and affect the interests of a number of individuals and organizations."
Because the merger is not simply a mechanical addition between ministries, departments, or divisions. It is the process of selecting the right people for the right jobs to improve operational efficiency thanks to a streamlined apparatus. So, certainly, there will be a large number of redundant cadres, civil servants, and workers.
Therefore, General Secretary To Lam affirmed: "The implementation in many units will certainly encounter difficulties, and there will even be obstacles." And General Secretary To Lam had a very figurative analogy, which is easy to understand: we still have to proceed because if we want to have a healthy body, sometimes we have to "take bitter medicine" and endure the pain of "tumor surgery."
Merging to streamline the apparatus is inevitable. And there will be a large number of cadres, civil servants, and workers from the central to local levels who are redundant, or to put it bluntly, temporarily losing their jobs after "taking bitter medicine" to "have a tumor surgery" is also obvious, there is no other way.
So the most important issue now is how to soon have reasonable, reasonable, and humane policies for this workforce, as well as appropriate support and job conversion policies.
In his speech on December 1, General Secretary To Lam requested that “each agency and unit must carry out well the political and ideological work and the regime and policies for cadres, party members, civil servants, public employees, and workers affected by the restructuring of the organization and apparatus; ensure fairness, transparency, objectivity, and prevent complications from arising.”
On December 3, the Minister of Home Affairs said that one of the important tasks to be implemented in December 2024 is to research policies for civil servants after streamlining the apparatus.
The streamlining of the apparatus is being carried out with the viewpoint - as directed by General Secretary To Lam - from the top down, with the motto "The Central Government sets an example, the localities respond", the spirit of "running while lining up". In which, "running means the whole line must run, not in a chaotic manner, not waiting for anyone".
Therefore, the Ministry of Home Affairs needs to urgently, "run together" when building support policies for redundant civil servants and ensuring fairness and humanity to meet practical requirements!
