On December 3, according to information from the Ministry of Home Affairs, assessing the results of the implementation of tasks in the past time, Minister Pham Thi Thanh Tra emphasized that, in addition to the achieved results, there are still some unfinished tasks that must be transferred to December 2024; at the same time, requiring units to focus highly on ensuring the completion of assigned tasks before December 15, 2024.
The Minister requested to assign work scientifically, clearly to people, clearly to work, clearly to time, clearly to products to complete the 2024 tasks, ensuring the summary of the Home Affairs sector before December 20, 2024.
For specific tasks, the Minister requested to focus on advising and implementing the tasks of the Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW of the Government after receiving the Conclusion of the Prime Minister at the First Session of the Steering Committee;
Research and propose policies for cadres, civil servants and public employees after implementing the policy of streamlining the organization and apparatus to operate effectively and efficiently.
The Department of Organization and Personnel advises on organizing the 2024 Conference of cadres, civil servants, public employees and workers of the Ministry of Home Affairs.
Focus on advising on the implementation of tasks according to the Plan to summarize the implementation of Resolution No. 18-NQ/TW of the Ministry to ensure progress and efficiency.
The Department of Local Government focuses on completing and submitting to the National Assembly Standing Committee for consideration and approval of the Project on rearranging administrative units (ADUs) at district and commune levels for the 2023-2025 period of Ninh Binh province.
At the same time, focus on coordinating to resolve existing problems and difficulties arising after the arrangement of administrative units at district and commune levels; advise on the development of a quick summary report on the arrangement of administrative units at district and commune levels for the period 2023-2025;
Coordinate with localities to resolve issues arising in the implementation of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels;
Proactively develop a plan to organize a preliminary review of the implementation of the policy on arranging administrative units at district and commune levels for the period 2023-2025.
At the same time, prepare conditions to continue implementing the arrangement of administrative units in the next phase.
Focus on building and perfecting the Home Affairs sector's policies and institutions in 2024; receiving opinions from Government members to complete the dossier proposing the development of the Law on Government Organization, the Law on Local Government Organization and the Law on Cadres and Civil Servants.
The Department of Civil Servants and Public Employees focuses on submitting to the Government and the Prime Minister to issue 2 Decrees and 2 Circulars; researching and developing a report on the implementation of Decree No. 111/2022/ND-CP on contracts for certain types of work in administrative agencies and public service units;
Advise on documents sent to ministries, branches and localities summarizing new points in newly issued Government Decrees on management of cadres, civil servants and public employees to update information and unify and synchronously implement.
Minister of Home Affairs Pham Thi Thanh Tra requested the Ministry Inspectorate to complete and submit to the Ministry's leaders for approval the 2025 Inspection Plan.
The Ministry's Office focuses on completing the content, documents and preparing conditions for organizing the Conference to summarize the Home Affairs sector in 2024 and the direction of implementing tasks in 2025 to ensure solemnity, practicality, economy and efficiency; at the same time, develop a draft of the 2025 Work Program of the Ministry of Home Affairs according to plan.
