That is one of the important contents in document No. 527/TTg-CDS dated May 18, 2026 on cutting and simplifying administrative procedures (TTHC), business conditions (ĐKKD) to ensure substance, suitability for practice, and meet management requirements issued by the Prime Minister.
The two words "strictly prohibited" show a strong reform spirit of the Government. At the same time, it also touches on a "disease" that has existed for many years in the management apparatus, which is that on the one hand we continuously cut procedures, on the other hand, new layers of papers, procedures and conditions arise.
Many businesses have complained that what they fear is not necessarily strict regulations, but changes and the emergence of too many unexpected procedures. There are dossiers that are sufficient according to regulations, but when implemented, they are required to add confirmation, additional written explanations, additional inspection steps or types of documents that are not really necessary.
That situation has caused many administrative reforms to fall into the paradox of cutting one place, growing another. And the price to pay for this is not small.
For businesses, especially small and medium-sized enterprises, each additional procedure means more time, more costs and more risks. A project is delayed for several months because procedures can lead to increased loan interest, increased operating costs, and missed business opportunities.
In today's increasingly fierce competitive environment, compliance costs are often even more frightening than taxes and fees. Because it not only costs businesses money, but also loses investment motivation.
For people, the hassle in administrative procedures also creates a feeling of fatigue and lack of trust. What people are most afraid of is not having to make dossiers, but the lack of unity and too many "sub-licenses" that are unclear why they exist.
Therefore, the positive point, which makes people and businesses "feel most satisfied" in this direction of the Prime Minister, is the requirement to strictly control, absolutely not to let more administrative procedures and unnecessary business conditions arise after cuts have been made.
In other words, reform is not only about cutting old procedures, but also about preventing the trend of "producing" new procedures in many different forms.
Another noteworthy point in document No. 527 is that the Government requires building a scoring mechanism for administrative procedure reform from July 2026.
However, to score correctly, it is not possible to only rely on reports from management agencies, but it is necessary to consult with more measures of the actual experience of people and businesses.
Administrative procedure reform must be associated with eliminating the "mainly administrative" situation and reducing inconvenience, travel time, and no longer having to supplement dossiers many times... of people and businesses.
Otherwise, the reforms are expected to continue to only stop at "removing" on paper, while people and businesses still have to struggle in a labyrinth of procedures distorted under different names.
