The Resolution sets out many goals, including the general goal by 2030 of building a policy system, focusing resources of the Trade Union organization to care for welfare in a synchronous, stable, and long-term direction...
This is a very correct goal, but to take care of it synchronously, long-term, and stably, the necessary condition is to have a synchronous, long-term, and stable resource.
There are many ways to mobilize social resources. One way is for the Trade Union to proactively propose to the authorities at all levels specific support policies for union members and workers in terms of loans, buying or selling social housing, building Trade Union Shelters, etc.
This method is often a large package, requires many procedures or is only prioritized for a certain group of subjects, so not all employees and workers can access it. Moreover, the policy always has a time limit, so it is difficult to meet long-term and stable requirements.
The second source of funds for the Union to serve the work of taking care of the Union and employees as before is from the Union budget. This source has become law, so the only remaining requirement is to collect correctly and sufficiently to have money to spend correctly and sufficiently.
The third resource that can meet the criteria of synchronization, stability, and long-term is the resource from businesses.
Here, the Union does not have to ask for money from businesses to take care of employees. But the Union can receive "mutual support" from businesses through negotiation, bargaining, and dialogue to obtain Collective Labor Agreements with many provisions above the law, most beneficial to employees.
Enterprises are clearly aware of sharing a portion of profits for reinvestment by taking the best possible care of their employees. That is the only way to provide consistent, long-term and sustainable care.
Finally, taking care of employees is not only limited to the material aspect but also requires attention to expanding and creating diversity in the spiritual field.
There are caring activities, such as the first free running race "Connecting Steps - 2024" organized by Lao Dong Newspaper in collaboration with the Management Board of Da Nang High-Tech Park and Industrial Parks, and the Da Nang City Labor Federation, which was very successful with nearly 700 workers participating.
These caring activities, if done properly, do not require much resources, but the effectiveness and impact they bring to workers and the Trade Union organization are immeasurable!
