From applying new penalties drastically to restore traffic safety and order, the question needs to be raised as to why there are no strict penalties for environmental violations, specifically littering.
It must be frankly admitted that many localities are helpless in the face of littering, with garbage overflowing on the streets and in residential areas, and garbage piling up into piles and mountains, causing serious pollution.
And also admit that people litter indiscriminately, do not comply with environmental protection regulations. Many people travel to civilized countries, do not dare to litter for fear of being punished, but when they return to their own country, they throw trash on the street very carelessly.
Why? It's because of littering but no punishment.
Never say that littering is due to poor public awareness, but rather, it is due to the government not punishing violations according to the law.
The law is Decree 45, which stipulates administrative sanctions for violations in the field of environmental protection. There are many regulations on sanctioned violations, including "fines from VND 1,000,000 to VND 2,000,000 for the act of dumping, dumping, or discarding waste on sidewalks, roadsides, or into urban wastewater drainage systems or surface drainage systems; improperly dumping wastewater on sidewalks, roadsides; and disposing of plastic waste generated from daily activities into ponds, lakes, canals, rivers, streams, and seas".
However, very few cases are punished so few people are aware that littering is a violation of the law.
Nowadays, cameras are installed everywhere, and anyone who litters will be recorded and cannot argue. Authorities will strictly punish violators when there is enough evidence, such as issuing traffic fines, which will limit littering.
Traffic order is established, streets are free of litter, the country is clean, safe and civilized.
