The Capital Law was first promulgated and took effect nearly 13 years ago, after several revisions, it has partly removed bottlenecks and obstacles. However, with the new Capital Planning, with a 100-year vision, it is necessary to add specific and breakthrough policies.
This draft revised Capital Law is not simply a legal completion, but a shift in development thinking: Giving real power to Hanoi to decide, do and take responsibility itself.
The spirit of "Hanoi decides, Hanoi does, Hanoi takes responsibility" is the central highlight of the draft Law. This shows a fundamental change: From the "policy implementation" model to "policy design" to change the position of the Capital in the national governance system. A leading city cannot just follow, but must have the right to lead.
When granted 192 new powers, Hanoi will have the opportunity to handle more quickly the "bottlenecks" that have existed for many years. That is the story of slow-developing traffic infrastructure, prolonged congestion; the problem of renovating old apartment buildings; the issue of environmental pollution or prolonged suspended projects. These problems do not lack solutions, but are often stuck in the mechanism stage. When decision-making power is placed closer to reality, the city government can flexibly choose the optimal option, instead of waiting for multi-layered approval.
Not only stopping at "removing obstacles", empowering also opens up creative space. Hanoi is allowed to test new models for technology and business, allowing scientists to commercialize research results.
Another notable point is the special financial and budget mechanism. Increasing the regulation rate and allowing Hanoi to retain the increased budget revenue for reinvestment will create strong resources for infrastructure development. Large projects such as urban railways, underground space or satellite cities will no longer be interrupted due to lack of capital or too much dependence on allocation from the Central Government. When resources and authority go together, investment efficiency will be significantly improved.
The most important thing is trust. Empowering Hanoi is also placing trust in the management capacity of the Capital's government. When trust is institutionalized by law, it will become a strong driving force for the apparatus to operate more efficiently, more creatively and more responsibly.
The draft revised Capital Law, when passed by the National Assembly, will open up a historic opportunity, becoming an important boost for Hanoi to break through, not only developing faster but also developing to the right level: A modern, creative, rich in identity and with strong spillover effects Capital.
