However, up to this point, the organization and apparatus arrangement is still not synchronous, still cumbersome with many levels, many focal points, functions and tasks are still overlapping, unclear, decentralization and delegation of authority are not synchronous, effectiveness and efficiency of operations are not high.
In the recent Government report on the summary of the implementation of the Law on Government Organization (GOU) in 2015 (amended and supplemented in 2019), Minister of Home Affairs Pham Thi Thanh Tra also added that the internal organizational structure of ministries and branches is still not really compact.
The confusion between the function of legal policy making and the function of law enforcement in the State administrative apparatus leads to a situation of marking your own homework, which is difficult to overcome.
Regarding specific figures, the Ministry of Home Affairs said that in the past 7 years, it has reduced 17 General Departments and organizations equivalent to General Departments; reduced 10 Departments; reduced 145 Departments/Boards under the General Departments and under the Ministry; and basically reduced the number of rooms within departments.
At the local level, to date, 7,867 public service units have been reduced, 13 departments and other administrative organizations under the provincial People's Committee have been reduced; 2,572 divisions and equivalent organizations under the professional agencies of the provincial and district People's Committees nationwide have been reduced.
However, the reduction has not yet met the requirements and still needs to be reduced further. Next is streamlining the payroll, although ministries, branches and localities have been determined and made efforts to implement it for quite a long time, but up to now there is still a situation where "if my ministry reduces 30-40% of its payroll, it will not be a problem", as National Assembly delegate Vu Trong Kim (Nam Dinh delegation) quoted a minister when debating in the hall on the afternoon of November 4 regarding the issue of streamlining the apparatus.
Meanwhile, the salary payment to support the inefficient operating apparatus, which hinders the development of this country, is "consuming" up to 70% of the State budget.
Therefore, streamlining the apparatus is not only an urgent requirement of the current practical situation but must also be implemented soon in a strong, drastic, synchronous and methodical manner as the title of the article “Compact – Streamlined – Strong – Performance – Effectiveness – Efficiency”, which is powerful and impactful and written by General Secretary To Lam.
This policy of streamlining the apparatus will certainly be successful because in addition to determination, it is also supported, expected and hoped for by cadres, party members and people nationwide!
