First of all, with the same mechanism, policies, legal framework, and the direction of the Government and the Ministry of Construction, but many localities exceeded the target by 300-400%, while some localities have not completed a social housing project, showing that there is a large disparity in determination, approach and implementation capacity between localities.
This reality requires localities in the group that have not completed and have low completion rates to change their thinking and ways of doing things more effectively in 2026.
Talking to Lao Dong Newspaper, Mr. Ho Van Ha, Vice Chairman of Dong Nai Provincial People's Committee - a locality that exceeded the target for 2025 and set a target to complete 65,000 social housing units by 2026 - said a very good idea of proposing to continue launching the movement to build social housing "more rapidly".
Speed" here is not about doing things carelessly, hastily, or relaxing standards, but about accelerating in management thinking, in the organization of the apparatus, and in the responsibility of the head.
Speed" also shows in the fact that they do not wait for sufficient conditions to do it, but both do and remove obstacles. When the housing needs of hundreds of thousands of workers are present and urgent, each day of delay means that every day workers continue to live in makeshift, unsafe boarding areas; businesses face the risk of shortage and labor fluctuations; while localities themselves reduce their investment attractiveness.
Speed" is also reflected in changing thinking, coming up with good, new, and creative ways of doing things. Typically, Da Nang city with the "green channel" mechanism, by restructuring administrative procedures, allowing the simultaneous implementation of procedures on investment, land, planning, construction... for social housing projects.
And this mechanism has been very effective in the past time when procedures and progress of projects have been significantly shortened, supply has been continuously ensured, while maintaining management discipline and strict control over the distribution of housing to the right people.
Considering many aspects, doing slowly or quickly, completing ahead of schedule or not completing social housing targets has been, is and will be a very important measure of local governance capacity.
This capacity measurement is shown in many aspects, from inter-sectoral coordination capacity, decisiveness in handling procedures, to the bravery of the leader when daring to do quickly and differently to achieve common goals.
In the context that the remaining time of the Project is not much, the requirement for even more "rapidity" needs to be seen as an order for progress. Because if it is not accelerated right now, the gap between goals and reality will become increasingly difficult to close. And the opportunity to stabilize the lives of millions of workers will continue to be slowed down.
