According to statistics from the Vietnam Social Insurance (VSS), in the 2024 - 2025 school year, the whole country will have more than 20.8 million students participating in health insurance, reaching a rate of 98.4% - an increase of nearly 1% compared to the previous school year.
Many localities have reached 100% coverage such as Hung Yen, Ninh Binh, Da Nang, Dong Nai... In large cities, the participation rate is also at an impressive level: Hanoi reached 99.14% (more than 2 million students), Ho Chi Minh City reached 95.4% (more than 2.8 million students), Nghe An reached 98% (681,677 students).
Vietnam Social Insurance believes that this success comes from the close coordination between Social Insurance of provinces and cities and the education sector. Many schools have proactively encouraged parents and supported students in difficulty to buy health insurance cards to ensure health care benefits. In many places, teachers also directly contribute, helping students in special circumstances to enjoy medical services when sick or ill.
In addition, the State's policies are also expanding. From the 2025 - 2026 school year, more than 20 million students nationwide will be supported with at least 50% of the health insurance contribution from the budget, according to Decree 188/2025/ND-CP.
Vietnam Social Insurance sets a target that by the 2025 - 2026 school year, all students will participate in health insurance. If achieved, nearly 1 million more people will join the system, contributing to firmly consolidating the foundation of public health care.
To realize this, the social insurance sector has synchronously implemented many solutions:
Closely coordinate with schools, urge to increase participation rate.
Strengthen communication in flexible forms: Direct communication at school, sending text messages via phone, VssID application, social networks...
Mobilize resources to support disadvantaged students, especially in remote areas and ethnic minorities.
Reform procedures, apply modern technology to shorten card issuance time, and at the same time expand initial medical examination and treatment facilities right at universities and colleges.
Recognize and reward collectives and individuals with achievements in developing student health insurance.
To achieve the goal of 100% of students participating in health insurance, strong cooperation is needed from Party committees, authorities, agencies, unions and schools.
