Streamlining the Ministry of Health
After reorganizing the organizational apparatus according to Decree No. 42/2025/ND-CP of the Government, effective from March 1, 2025, the Ministry of Health has streamlined the organizational structure, reducing the number of affiliated units from 24 to 20 units. Reversal
In which, organizations from 1 to 17 are units that assist the Minister in performing state management functions; units from 18 to 20 are public service units serving the state management function of the Ministry of Health. The reorganization of the organizational apparatus aims to improve the effectiveness and efficiency of the Ministry of Health's operations, ensuring streamlining, avoiding overlapping functions and tasks between units.
The Ministry of Health has also developed a plan to reduce at least 20% of the number of civil servants and public employees receiving salaries from the state budget, associated with restructuring and improving the quality of the staff, civil servants and public employees.
In addition, the Ministry of Health has submitted to the Government a Project to reorganize affiliated hospitals, expected to reduce 4 hospitals by transferring them to ministries, branches and localities for management or reorganizing them into university practice hospitals. These changes are expected to help the Ministry of Health operate more effectively, better meeting the health care needs of people in the new period.
31 groups of tasks and powers
The Ministry of Health performs the tasks and powers prescribed in the Law on Government Organization, the Government's regulations on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies and performs the following specific tasks and powers:
Develop and approve legal documents: Submit to the Government and the Prime Minister draft laws, resolutions, strategies, plans and plans on health.
Issue state management documents: Issue circulars, decisions, and directives in the health sector.
Direct the implementation of policies and laws: Guidance, inspection, review, dissemination of laws and monitoring the implementation situation.
Preventive health: Disease prevention and control, vaccination, medical quarantine, environmental sanitation, community nutrition.
Medical examination and treatment, medical examination: Issue professional standards on medical examination and treatment, cosmetic surgery, tissue transplantation, and human body parts.
Health care for mothers and children: Develop policies and programs to protect the health of mothers and children.
Population: Manage and implement population programs and family planning.
Social protection and prevention and control of social evils: Issue policies to provide social assistance and protect the elderly and people with disabilities.
Traditional medicine: Issue regulations on the development of traditional medicine and oriental medicine.
Pharmaceuticals and cosmetics: Management of pharmaceuticals and cosmetics, promulgation of Vietnam Pharmacopoeia.
Medical equipment and medical works: Developing policies and standards on medical equipment.
Food safety: Issue technical regulations on food and food additives.
Health insurance: Management of health insurance policies and strategies.
Health sector civil servant management: Issue standards for professional titles, salary regimes, and awards.
Training medical human resources: Develop a plan and policy for training human resources in the health sector.
Science and technology in health: Develop scientific research, innovation in health.
Digital transformation of the health sector: Management of information technology application, health data security.
Communication, health education: Building a communication program on health.
Public service management: Issue policies on the provision of public health services.
Medical service price management: Instructions for implementing regulations on medical service prices.
Natural disaster prevention and control: Rescue and treatment of victims in natural disasters and disasters.
National reserve for health: Management of reserves of drugs and medical equipment for epidemic prevention.
Management of associations and non-governmental organizations: Guidance on the activities of organizations in the health sector.
