On February 26, in Hanoi, the Ministry of Public Security, the Ministry of National Defense, the Supreme People's Procuracy and the Supreme People's Court held a signing ceremony to issue Joint Circulars regulating the coordination between competent authorities in criminal proceedings.
According to the Ministry of Public Security's Electronic Information Portal, General Luong Tam Quang, Politburo member, Minister of Public Security; Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Le Minh Tri; Director of the Supreme People's Procuracy Nguyen Huy Tien co-chaired the ceremony.
Speaking at the opening ceremony, Deputy Minister of Public Security Nguyen Van Long said that in recent times, the central central judiciary has coordinated very closely to develop 2 Joint Circulars regulating the coordination relationship between competent authorities in criminal proceedings, meeting the requirements and tasks of practice.

Accordingly, in the context of the Ministry of Public Security's arrangement and streamlining of the local public security apparatus, the Joint Circular regulating coordination between competent authorities in criminal proceedings, management, temporary detention, temporary detention and execution of criminal sentences when not organized by the district-level public security is issued to ensure the coordination between the Investigation Agency, the People's Procuracy and the People's Court when the relevant laws have not been amended.
The joint Circular detailing and guiding the implementation of Article 3, Resolution No. 164/2024/QH15 dated November 28, 2024 of the National Assembly on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of cases and criminal cases issued by the central judiciary to create a synchronous legal basis for the implementation of the Project on the mechanism for handling evidence and assets that have been temporarily detained, seized and frozen during the investigation, prosecution and trial of cases and incidents of the Central Public Security Party Committee, has been institutionalized through Resolution No. 164 of the National Assembly.
At the signing ceremony, leaders of the Ministry of Public Security, the Ministry of National Defense, the Supreme People's Procuracy, and the Supreme People's Court jointly signed and issued Joint Circulars.
Speaking at the ceremony, Minister Luong Tam Quang emphasized that the signing of joint Circulars is an important legal basis for the work of receiving and handling information about crimes, prosecuting and investigating by the People's Public Security Investigation Police Agency; the exercise of the right to prosecute, prosecute; the management, enforcement of temporary detention, temporary detention, execution of criminal judgments and the inspection of temporary detention, temporary detention, and enforcement of criminal judgments when not organized by the district-level Police...
In order for the Joint Circulars to be effectively implemented in all aspects of related work, the Minister requested functional units to immediately deploy and strictly implement the regulations in the Joint Circulars; resolutely fight and suppress all types of crimes; continue to be exemplary and take the lead in preventing corruption, waste and negativity; closely coordinate with functional units of ministries and branches to inspect, summarize and evaluate the implementation of the Joint Circulars, and together remove difficulties and obstacles.
