On March 30, the Government Office said that it had just issued Notice No. 157/TB-VPCP concluding the Party Central Committee Secretary, Deputy Prime Minister Pham Thi Thanh Tra at the working session, inspecting the operational situation of the 2-level local government model in Vinh Te ward, An Giang province.
In the announcement, the Deputy Prime Minister requested to focus on implementing 6 key tasks in 2026 to improve the quality and efficiency of local governments at 2 levels.
First, urgently review, arrange and complete the organizational structure, continue to consolidate and strengthen the contingent of cadres; manage staff flexibly according to the classification of commune administrative units.
Second, continue to review and arrange public non-business units at provincial and commune levels, focusing on the fields of education and health. The arrangement must be carried out in the direction of streamlining management focal points and effectively using the contingent of cadres, civil servants, public employees, and laborers, closely following the spirit of direction in the Resolutions of the Central Government and the Government's Plan, to be completed before May 31, 2026.
Third, continue to review and thoroughly assess the contingent of commune-level cadres, civil servants, and public employees, in accordance with the spirit of the direction of General Secretary To Lam in Conclusion Notice No. 21-TB/VPTW dated March 7, 2026.
Focus highly on training, fostering, and improving the capacity of commune-level cadres and civil servants to overcome weaknesses in current management skills, implemented immediately after consolidating the personnel of the People's Councils and People's Committees at all levels.
Fourth, continue to assess and promote decentralization, delegation of power, and demarcation of authority between the provincial and commune levels to ensure smooth operation. Implement in accordance with the motto "local decision, local action, local responsibility", limiting the direct direction of superiors on tasks that have been decentralized to the grassroots level.
Fifth, urgently review and complete the technology infrastructure to ensure that specialized data is interconnected and synchronized with the National Data Center.
Promote the "Digital People's Education" movement, mobilize young people to be the core in guiding people to perform online procedures on mobile devices. The goal is to simplify the process to the maximum so that people can process dossiers on the spot, reducing direct pressure at public administrative centers.
Sixth, inspect, review, and thoroughly handle redundant public offices after arrangement, ensuring the principle of thrift, and preventing waste of state resources.
