On behalf of the Politburo and Politburo members, the Standing Committee of the Secretariat has just signed and issued Regulation No. 287-QD/TW on recovering assets due to corruption, waste and negativity discovered through the inspection and supervision of the Party.
Accordingly, Regulation 287 consists of 3 chapters and 12 articles regulating the principles, order and procedures for recovering assets due to corruption, waste and negativity discovered through the inspection and supervision of the Party; the authority and responsibility of organizations and individuals in recovering assets due to corruption, waste and negativity.
According to regulations, "assets due to corruption and negativity" are money and assets obtained from corruption, waste and negativity; originating from corruption, waste and negativity that are concluded by the inspection committee or committee, requiring recovery and payment to the State budget or being proactively returned by organizations and individuals.
" Wasteful assets" are State budget, State capital, State assets and resources and minerals assigned to organizations and individuals for management and use exceeding the norms, standards and regimes issued by competent State agencies or ineffective, not achieving the set goals.
Article 4 of Regulation No. 287 clearly states the grounds for recovering assets due to corruption, waste and negativity.
First, it is based on the conclusions of inspection, supervision, and complaint settlement of inspection committees and committees. Fourthly, based on the organization of the Party, Party members and related organizations and individuals actively reporting and voluntarily submitting the property received due to corruption, waste and negative. The regulation also emphasized that the violating party organization and party members must actively contact the inspection committee of the same level to carry out the procedures for asset payment due to corruption, waste and negative negativity according to the notice and conclusions of the competent party committee and party organization. According to this regulation, the Central Inspection Committee is assigned to direct inspection committees at all levels to regularly inspect and supervise the implementation; handle disciplinary action or propose competent authorities to discipline violating groups and individuals; periodically summarize, summarize, and report to the Party Committee and the inspection committee at the higher level directly the implementation results.
