This morning (September 3), in Hanoi, the Office of the President held a press conference to announce the President's Order to promulgate the Laws and Ordinance that were just passed by the 15th National Assembly at the 9th Session.
At the press conference, Lieutenant General Thai Dai Ngoc - Deputy Chief of the General Staff of the Vietnam People's Army (VPA) - informed about some basic contents of the Law amending and supplementing a number of articles of 11 Laws on military and defense. The law takes effect from July 1, 2025.
Accordingly, regarding the Law on National Defense, Lieutenant General Thai Dai Ngoc said that the Law amends and supplements a number of points and clauses in 3 articles, with a number of contents such as: Determining the construction of regional defences, building commune-level areas as a foundation for local protection; The authority of the Provincial People's Committee to declare boundary decrees in one or a number of commune-level localities; the Commune People's Committee to declare boundary decrees in one or a number of areas under its management.
Regarding the Law on Officers of the Vietnam People's Army, amending and supplementing a number of points and clauses in 2 articles, with a number of contents such as: Removing some titles of Commander, Political Commissar of the Provincial Border Guard Command, Deputy Commander, Deputy Political Commissar of the Provincial Border Guard Command and the titles of the District Military Command; Supplementing the responsibility of the Chairman of the Provincial People's Committee to decide to call up for training and serve in the army for reserve officers; training, checking the readiness to encourage and fight readiness for officers, civil servants, and reserve non-commissioned officers.
Regarding the Law on Military Service, amending, supplementing and abolishing a number of points and clauses in 19 articles, with a number of contents such as: Transferring authority from the district level to the provincial level in establishing a Military Service Health Examination Council; deciding on the list of citizens called for military service, performing their duties to join the People's Public Security, temporarily suspending or exempting from military service; recognizing citizens who have completed their military service; handing over soldiers to units;
Transfer authority from the district level to the commune level for health checking of non-commissioned officers and reserve soldiers; decide to call up each citizen; register for initial military service, pre-scrutine and check health, call up for military service and perform their duty to join the People's Public Security;
Transfer the authority from the District Command to the Area Defense Command to decide to remove it from the list of registration, dismissal and organization of the military transfer ceremony, receiving the handover of non-commissioned officers and soldiers to complete their service.
Regarding the Law on Border Guard of Vietnam, amend and supplement a number of points and clauses in 5 articles, with a number of contents such as: Supplementing the construction of defences in border areas; Regulating the Border Guard Command to decide to limit or temporarily suspend operations in border areas under its management or requesting the Chairman of the Provincial People's Committee to decide to continue limiting or temporarily suspending.
Regarding the Law on Militia and Self-Defense Forces, amend, supplement and abolish points and clauses in 20 articles, with some contents such as: Transfer the authority of the Chairman of the District People's Committee to the Chairman of the Commune People's Committee in deciding to extend the age and implementation period, in registration, postponing, temporarily suspending, or completing the obligation to participate in the Militia and Self-Defense Forces ahead of schedule, removing them from the list and managing the Militia and Self-Defense Forces; Supplementing the Air Defense and Artillery platoon in the Militia and Self-Defense Forces organization.
