On November 3-4, the Ministry of Public Security organized a public consultation on the consideration of rewards for a number of groups.
Considering awarding the title of "Hero of the People's Armed Forces" in the renovation period to the Hanoi City Police collective;
Considering and awarding the title of "Hero of the People's Armed Forces" in the renovation period of 2015 - 2025 to the following units: Office of the Ministry of Public Security; Department of Organization and Personnel; Inspectorate of the Ministry of Public Security; People's Police University.
The above proposal was based on Article 44 of Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation.
Also in the week, on November 3, the Department of Police Management of Prisons, compulsory education institutions, and reform schools (November 7, 1950 - November 7, 2025) held a ceremony to celebrate the 75th anniversary of its founding and receipt of the Second Class Fatherland Protection Medal.
At the ceremony, authorized by the President, Minister of Public Security - General Luong Tam Quang awarded the Second Class Fatherland Protection Medal to the Department of Police for prison management, compulsory education institutions, and reform schools for their outstanding achievements in training, serving in combat, building the People's Public Security force, maintaining political security, order, and social safety, contributing to the cause of building socialism and defending the Fatherland;
Awarded the First Class Fatherland Protection Medal to Lieutenant General Le Minh Hung - former Director of the Department of Police for Prison Management, Compulsory Education Facilities, and reform schools;
Awarded the Third Class Fatherland Protection Medal to Major General Nguyen Ngoc Tuyen - Deputy Director of the Department of Police Management of Prisons, Compulsory Education Facilities, and reformatory schools and Colonel Tran Van Dung - Warden of Dak Trung Prison, Department of Police Management of Prisons, Compulsory Education Facilities, and reformatory schools.
At the ceremony, Minister Luong Tam Quang requested the Department of Police to manage Prisons, compulsory education institutions, and kindergartens to promote digital transformation, apply science and technology, big data, and artificial intelligence to manage, supervise, educate and reform prisoners; build smart, modern, safe, and humane Prisons.
Special attention is paid to building a cultural, humane, disciplined, safe and effective prison; amnesty and release from prison; ensuring human rights and civil rights according to the Constitution and the law, linking education with career guidance and vocational training, helping prisoners reintegrate into the community.
