On November 7, the Ministry of Public Security held a ceremony to celebrate the Law Day of the Socialist Republic of Vietnam (Law Day) in 2024.
Major General Pham Cong Nguyen - Director of the Department of Legislation and Administrative and Judicial Reform - said that since November 2023, the Ministry of Public Security has presided over the drafting and submission to the National Assembly for approval of 5 laws, and co-chaired the drafting with the Ministry of National Defense for submission to the National Assembly for approval of the Law on Defense Industry, Security and Industrial Mobilization. Currently, the Ministry of Public Security is continuing to research and develop 8 draft laws.
Regarding the implementation of the Project "Improving the effectiveness of legal dissemination and education associated with mobilizing the masses to comply with the law at the grassroots level of the People's Public Security Forces in the period of 2021 - 2027", the Public Security of units and localities has focused on implementing many activities to disseminate and educate the law in various forms, suitable for the target group, each time, location, and field with more than 880,000 propaganda sessions through the radio system at the grassroots level.
In particular, with more than 1.5 million visits/day, the VNeID application is becoming a popular channel for legal education, bringing outstanding efficiency, contributing significantly to the implementation of the Project in recent times.
Speaking at the ceremony, Minister of Public Security Luong Tam Quang commended and congratulated the achievements and results in the work of building and perfecting institutions, propagating, disseminating and educating the law that the entire Public Security force has achieved in the past time.
Minister Luong Tam Quang emphasized that recently, at the opening session of the 8th session of the 15th National Assembly, General Secretary To Lam gave an important speech on building and perfecting laws in the new period, implementing the Resolution of the 10th Central Conference of the 13th tenure, setting out increasingly high requirements and tasks for the work of building and perfecting laws on security and order in the People's Public Security.
Minister Luong Tam Quang requested the Public Security of units and localities to continue to be exemplary and take the lead in building and perfecting laws. Regularly review and evaluate the effectiveness and quality of policies after promulgation within the assigned scope of the Ministry of Public Security, promptly detect and propose competent authorities to adjust or adjust according to their authority any inadequacies and contradictions, and quickly remove "bottlenecks" caused by legal regulations.
The Minister of Public Security emphasized the need to thoroughly grasp and effectively implement the direction of General Secretary To Lam on strongly innovating the thinking of law-making throughout the entire Public Security force. For all legal regulations advised by the Ministry of Public Security to be developed or issued under its authority, the mindset of "if you can't manage it, then ban it" and rigid management thinking must be resolutely abandoned.
