The Ministry of Transport said that the work of organizing and streamlining the apparatus is of special concern to the Party Executive Committee and the leaders of the Ministry of Transport.
The subordinate Departments have reviewed the organizations performing specialized inspection functions to comply with the provisions of Decree No. 03/2024/ND-CP dated January 11, 2024 of the Government.
The Vietnam Register has proposed a plan to rearrange and reorganize departments and affiliated units to separate the state management function from the provision of public career services in the field of registration.
The Vietnam Road Administration has researched and proposed to improve its functions, tasks, powers and organizational structure to comply with the provisions of the Road Law, the Law on Road Traffic Safety and Order, etc.
Along with streamlining the apparatus, the Ministry of Transport has issued a Plan to implement the National Strategy on attracting and promoting talents until 2030, with a vision to 2050 (Decision No. 1017/QD-BGTVT dated August 15, 2024).
The Ministry also issued a plan to recruit civil servants for three public service units under the Ministry: the Institute of Transport Strategy and Development, the Central College of Transport, and the School of Transport Management.
Received 10 cases of civil servants working at the Ministry's advisory agencies (including 1 person from the Party Committee Office, 8 people from the Department of Construction Investment Management, and 1 person from the Vietnam Inland Waterways Administration).
The Ministry of Transport appointed 14 cases, transferred and appointed 12 cases, reappointed 16 cases, assigned the authority of heads and assigned 5 cases to be in charge of units.
In 2024, the Ministry sent 4,634 people to participate in domestic training and development courses (of which, 375 people were trained in political theory; 4,259 people were trained in state management, leadership knowledge, management, national defense and security, professional training, and other job positions).
In 2024, the Ministry of Transport proposed and was considered by competent authorities to award "Medals" to 02 cases; Emulation Flag of the Government to 01 case; The Ministry of Transport awarded Emulation Flags to 15 cases, Certificates of Merit of the Minister of Transport to 197 cases, Emulation Fighter of the Transport Industry to 16 cases; Commemorative Medals to 330 cases.
In addition, the Ministry of Transport and its affiliated agencies and units have issued disciplinary decisions against 12 civil servants and 50 public employees.
“The work of arranging and perfecting the organizational apparatus in accordance with the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee has been urgently implemented. The Ministry of Transport has closely coordinated with the Ministry of Construction to complete and submit to competent authorities for consideration and approval the Project to merge the Ministry of Construction and the Ministry of Transport, as a basis for implementation, ensuring effectiveness and efficiency,” the Ministry of Transport shared.
