Mr. Nguyen Huy Hoang (character's name has been changed) is an ambulance driver of a medical center, signed a labor contract under Decree 111/2022/ND-CP.
Mr. Hoang receives a salary according to the regional minimum wage. In 2024, the Government issued Decree No. 73/2024/ND-CP regulating the bonus regime and Mr. Hoang is not entitled to a bonus according to this Decree.
However, Mr. Hoang learned that some ambulance drivers at other district medical centers in Vinh Long province still received this type of bonus.
"So am I entitled to money under Decree 73? I am currently completing my tasks well" - Mr. Hoang wondered.
Regarding Mr. Hoang's reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the bonus regime is specifically regulated in Article 4 of Decree No. 73/2024/ND-CP dated June 30, 2024. It stipulates that the head of the agency with authority to manage or delegate authority to manage cadres, civil servants and the head of the public service unit is responsible for developing specific regulations to implement the bonus regime applicable to subjects on the salary list of the agency or unit.
The bonus regulations of agencies and units specified in Clause 2 of this Article must include the following contents:
a) Scope and subjects of application;
b) Bonus criteria based on outstanding work achievements and based on the results of assessment and classification of annual task completion level of salary earners in agencies and units;
c) The specific bonus level for each case, not necessarily linked to the salary level according to the salary coefficient of each person;
d) Award consideration process and procedures;
d) Other regulations as required by the management of the agency or unit (if necessary).
The organization and implementation of policies for cadres, civil servants and public employees in Vinh Long province is under the authority of the Provincial People's Committee.
Therefore, the Ministry of Home Affairs has asked Mr. Hoang to contact the agency managing cadres, civil servants and public employees of Vinh Long province (Department of Home Affairs) for answers.
