The Ministry of Home Affairs has just issued a document responding to the Department of Home Affairs of Bac Ninh province regarding the collection of opinions on the use of resources to serve the public sector of the Safe Zone commune in the province.
The Ministry of Home Affairs said that in Decision No. 40/2025/QD-TTg dated October 31, 2025 of the Prime Minister on criteria, order, and procedures for the public administration of island communes and Safe Zone communes during the anti-French and anti-American resistance wars, the People's Committees of provinces and cities are assigned to base on the criteria, order, procedures and dossiers specified in the Decision to direct the organization of implementation of the assessment, appraisal and public administration of Safe Zone communes in the area to ensure compliance with the provisions of law; and at the same time be responsible for guiding and inspecting the dossier preparation of commune-level People's Committees, ensuring full compliance with the criteria according to regulations.
Regarding the source of materials used in the Scientific Report serving the processing of public records of An Toan Khu commune, point b, clause 1, Article 5 of Decision No. 40/2025/QD-TTg mentioned above stipulates: Documents, images, historical research works that have been published, confirmed by historical witnesses.
Prioritize the use of digitized archived documents, data available on the national database and specialized databases.
Accordingly, quotes from Party History at all levels compiled and issued by competent authorities are one of the sources of materials used for verification in the Scientific Report serving the processing of dossiers requesting public services for the Safe Zone commune according to regulations.
At the same time, Certificates of Merit for Historical and Cultural Relics; Certificates of Merit to the country; Certificates of people with meritorious services to the revolution; articles and documents with writings of senior leaders of the Party; confirmations of veteran revolutionaries;
The identification of living historical witnesses, or families who have contributed to raising, sealing, and protecting high-ranking cadres of the Party, protecting relevant revolutionary bases and facilities is used as a source of documents to prove events that have occurred at relevant commune-level administrative units in the public records of the Safe Zone commune.
