In the Government's report to National Assembly deputies on the management of cadres and civil servants, Minister of Home Affairs Pham Thi Thanh Tra said that the assessment and classification of the quality of cadres and civil servants at ministries, agencies and localities has gradually become more substantial, more closely linked to work results and specific products; linking individual assessment with collective and task performance results of localities, agencies and units.
This is done in accordance with the Party's regulations in determining the rate of classification of excellent task completion quality for Party members, cadres and civil servants.
Synthesis of reports from ministries, branches and localities on the results of classifying the quality of civil servants in 2023 shows that out of a total of nearly 255,000 civil servants, nearly 45,700 people completed their tasks excellently; nearly 166,000 people completed their tasks well; nearly 28,700 people completed their tasks and more than 14,700 people did not complete their tasks.
In 2023, ministries, branches and localities recruited 3,664 civil servants; of which, central ministries and branches recruited 488 civil servants, and localities recruited 3,176 civil servants.
In the first 6 months of 2024, ministries, branches and localities have recruited 1,688 civil servants. Of these, ministries and branches recruited 169 civil servants; localities recruited 1,519 civil servants.
The report sent to National Assembly delegates affirmed that this contributes significantly to restructuring the civil service team, meeting the requirements of assigned tasks according to job positions.
In the coming time, Minister of Home Affairs Pham Thi Thanh Tra said the Government will continue to improve the quality of civil servant recruitment; conduct unified quality control of civil servant input; perfect and implement well the mechanism and policies to attract and promote talented people with good professional qualifications to work in state agencies.
Innovate the work of evaluating cadres and civil servants, ensure substance, take results and specific work products as important criteria in evaluating and classifying the quality of cadres and civil servants.
Sharing with Lao Dong about the construction of a job position system associated with restructuring the team of cadres, civil servants, public employees and reforming salary policies, moving towards paying salaries according to job positions as required by Resolution No. 27-NQ/TW, Mr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs, informed: The construction of job positions needs to be implemented synchronously, uniformly, ensuring connectivity between agencies, organizations, and units in the entire political system and must meet a number of requirements.
"The development of the list of job positions, job descriptions and competency frameworks for job positions must be under the unified direction of the Standing Secretariat and guidance of the Central Organization Committee, ensuring compliance with the provisions of the Law on Cadres and Civil Servants, the Law on Public Employees and implementing guidelines," said Mr. Dinh.
