Responding to the above recommendation, the Ministry of Home Affairs said that in Conclusion No. 40-KL/TW dated July 18, 2022 of the Politburo on improving the effectiveness of payroll management of the political system for the period 2022-2026; Regulation No. 70-QD/TW dated July 18, 2022 of the Politburo on payroll management of the political system, it is stipulated that the Central Organizing Committee directly manages the payroll of the local government sector, including:
People's Committees and People's Councils at all levels; administrative agencies, organizations and public service units under local management; mass organizations assigned tasks by the Party and State in the locality; commune-level cadres and civil servants.
Pursuant to Decision No. 72-QD/TW dated July 18, 2022 of the Politburo on the staffing of Party agencies, the Fatherland Front, socio-political organizations at the Central level and provincial Party Committees, city Party Committees, and Party Committees of blocs directly under the Central level for the period 2022-2026, the Central Organizing Committee has issued Decisions on the staffing of each locality for the period 2022-2026 and the years 2022, 2023, 2024, including:
Establishment of cadres, civil servants and public employees receiving salaries from the state budget (there is no establishment of the association, because according to current law, people working at the association are not civil servants or public employees).
Therefore, the Ministry of Home Affairs requested Bac Kan and Dong Thap provinces to follow the direction of the Politburo and the decision of the Central Organizing Committee.
During the implementation process, if there are any problems (including the association's staffing issue), the Ministry of Home Affairs requests the Provincial People's Committee to report to the Provincial Party Committee Standing Committee to issue a document requesting the Central Organizing Committee's opinion for consideration and response according to regulations.
