Regarding legal work, Circular No. 06/2024/TT-BNV adds the positions of senior legal officer, chief legal officer, legal officer and legal specialist to the List of professional civil servant positions used in common in administrative agencies and organizations (Appendix II);
Add the positions of chief legal specialist and legal specialist to the List of job positions of professional titles used in common in public service units (Appendix IV).
Circular No. 06/2024/TT-BNV stipulates: Job descriptions and competency frameworks for legal positions are implemented according to the instructions of the Minister of Justice.
Currently, the Draft Circular regulating legal work positions in administrative agencies, organizations and public service units is being consulted by the Ministry of Justice.
Legal job positions in administrative agencies and organizations
The list of proposed legal positions in administrative agencies and organizations is specifically as follows:
Regarding the framework for determining capacity requirements for legal positions in administrative agencies and organizations, the Ministry of Justice has proposed clearly defining 5 levels of capacity assessment (from level 01 to level 05) for legal positions.
The assessment competencies are divided into two groups.
The general competency group includes 7 types: Ethics and courage, work organization, document drafting and issuance, communication and behavior, coordination, foreign language use, information technology use;
The group of professional competencies includes 5 types: Consulting on drafting documents, guiding the implementation of documents, checking the implementation of documents, appraising and giving opinions on documents, and performing professional and technical activities (Appendix III).
