Ms. Nguyen Thi Khanh (character's name has been changed) learned about Decree No. 116/2024/ND-CP of the Government amending and supplementing a number of articles of Decree No. 138/2020/ND-CP dated November 27, 2020 regulating the recruitment, use and management of civil servants and Decree No. 06/2023/ND-CP dated February 21, 2023 regulating the quality control of civil servant input.
"So cadres and civil servants who are leaders and managers at the department, district and provincial levels are mobilized and rotated to the commune level to hold the positions of Secretary, Deputy Secretary, Chairman of the People's Committee at the commune level and are holding the rank of specialist, have sufficient achievements in public service activities, will they be considered for promotion to the rank of main specialist?" - Ms. Khanh wondered.
Regarding Ms. Khanh's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
The Ministry of Home Affairs said that, according to the provisions of Point b, Clause 2, Article 31 of Decree No. 138/2020/ND-CP (amended and supplemented in Decree No. 116/2024/ND-CP), the review of rank promotion for civil servants with achievements in official duty activities "must be in accordance with the rank structure of civil servants approved by competent authorities; The job position in accordance with the rank considered ”.
