The Ministry of Home Affairs recommends that localities create favorable conditions, quick procedures, and resolve unemployment insurance regimes for workers in flooded areas.

The Ministry of Home Affairs has just issued Document No. 11318 on resolving unemployment insurance policies for employees and businesses affected by floods to the People's Committees of the following provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong.

Accordingly, implementing the direction of the Prime Minister in Official Dispatch No. 228/CD-TTg dated November 25, 2025 on resolving policies and paying insurance regimes for people and businesses affected by particularly heavy floods in the Central region, the Ministry of Home Affairs requests the People's Committees of provinces and cities to direct the Department of Home Affairs and relevant agencies to create favorable conditions and quick procedures to properly, fully and promptly resolve unemployment insurance benefits for unemployment insurance participants.

At the same time, synchronously implementing solutions to improve the effectiveness of consulting, job introduction and vocational training support for workers so that workers can quickly return to the labor market.

The Ministry of Home Affairs proposes to strengthen guidance for employees to submit applications for unemployment insurance benefits through the National Public Service Portal, postal services, and arrange mobile reception points (when safe).

Establish and maintain remote support channels: Arrange hotlines, Zalo, emails to support employees in completing their application for unemployment insurance benefits, updating the status of their application that is being processed to limit unnecessary travel.

Based on actual conditions, increase information and propaganda in appropriate forms on unemployment insurance policies, procedures and dossiers to propose unemployment insurance benefits for employees and employers in the area.

During the implementation process, if there are any problems, the Ministry of Home Affairs requests to report to the Ministry (through the Department of Employment, address: No. 12 Ngo Quyen, Hoan Kiem, Hanoi) for timely consideration and resolution.
