On the afternoon of May 23, the National Assembly voted to pass the National Assembly Resolution on supplementing the regular expenditure budget ( non-refundable aid source) in 2025 with 441/443 National Assembly deputies present in favor.
The National Assembly decided to add the central budget revenue estimate for 2025, which is 4,327 billion VND from foreign non-refundable aid.
This amount was spent on ministries, central and local agencies to carry out a number of tasks, according to the Government's previous submission.
Of which, the Ministry of Health was supplemented with nearly VND 4,081 billion to settle aid for Covid-19 prevention.
The Ministry of Agriculture and Environment was supplemented with nearly 127 billion VND to support Typhoon Yagi; the Ministry of Science and Technology was supplemented with nearly 19.2 billion VND for education, training and vocational training; the Ho Chi Minh National Academy of Politics was supplemented with nearly 4.4 billion VND to spend on education - training and vocational training.
For localities, Da Nang City and Son La Province were supplemented with over 11.7 billion VND and nearly 8.9 billion VND respectively to ensure social and economic security in the area.

The National Assembly proposed the Government to review and take responsibility for the accuracy of data, proposed content, ensure the addition of estimates for ministries, central agencies and localities to meet the procedures, comply with standards, norms, expenditures and conditions for additional estimates, assignment of foreign aid capital estimates in accordance with regulations.
According to the National Assembly's requirements, this must be effective, for the right purpose, and avoid loss, waste, and negativity.
The National Assembly Standing Committees, the Government, the Prime Minister, ministries, branches, central agencies, and local governments at all levels, according to their assigned functions and tasks, shall effectively implement this Resolution.
The National Assembly Standing Committee, the Economic and Financial Committee, the Ethnic Council and other Committees of the National Assembly, National Assembly delegations, National Assembly deputies, the Vietnam Fatherland Front and member organizations, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
The State Audit, within the scope of its tasks and powers, audits the implementation of this Resolution to ensure compliance with the provisions of law.
