Continuing the program of the 9th Session, on the morning of May 19, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Proposal on supplementing the regular expenditure budget (source of aid not returned to foreign) in 2025.
According to the submission, the total need to supplement the regular state budget estimate (foreign non-refundable aid) in 2025 for agencies with a capital of VND 4,327.121 billion.
In particular, the Ministry of Health proposed to submit to the National Assembly for consideration and supplementation of the estimate for the Ministry of Health with a capital of 4,080.65 billion VND. This amount is to settle aid for COVID-19 epidemic prevention.

Additional items to the state budget estimate for regular expenditure of aid capital of other ministries and localities include:
The Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) proposed to add an estimated VND 126.625 billion for economic expenditure (spending to support Typhoon Yagi);
The Ministry of Science and Technology proposes to add an estimate of 19.18 billion VND (13.4 billion VND for science and technology career expenditure and 5.78 billion VND for education - training and vocational training);
Ho Chi Minh National Academy of Politics proposed to add an estimate of VND 4.392 billion for education - training and vocational training;
The Vietnam Women's Union proposed to supplement the estimate of 9.6 billion VND, for social security expenditure;
The Vietnam Union of Friendship Organizations proposed to supplement the estimate of VND 6.704 billion for administrative management expenditure;
The Central Committee of the Vietnam Red Cross Society proposed to supplement the estimate of VND59.367 billion, for social security expenditure;
The People's Committee of Da Nang City proposed to supplement the estimate of 11.708 billion VND, for social security expenditure;
The People's Committee of Son La province proposed to supplement the estimate of 8.895 billion VND, for economic expenditure.
In the review report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Government's submission to the National Assembly for consideration and decision on adding an estimate for state budget revenue and expenditure of state aid capital that does not refund regular expenditure sources in 2025 is within the authority.
For the Ministry of Health, the Financial Economic Committee found that the Government's proposal to supplement the estimate is grounded and appropriate. Therefore, agreed with the Government's plan to submit an additional petition for the Ministry of Health to be VND 4,080.65 billion.

For other ministries and agencies, the majority of opinions of the KTTC Committee found that, through the Government's Submission, the addition of estimates is due to the emergence of new aid projects after the time of synthesis and submission to competent authorities for consideration and decision at the time of budget preparation in 2025.
Based on the actual arising needs, to ensure the effectiveness and progress of the project implementation, the Economic and Financial Committee agreed with the plan to supplement the budget for ministries, branches and localities as proposed by the Government.

Some opinions found that some agencies and localities sent documents requesting additional estimates quite early, from March 2024. However, up to now, the Government has only had a Report to the National Assembly Standing Committee on this content that is slow, affecting the progress of the project.
Therefore, it is recommended that the Government direct agencies to report more clearly on the causes, clarify the responsibilities of organizations and individuals, and learn from experience in submitting additional estimates for the following years.
