On the afternoon of November 12, continuing the 8th Session, the Minister of Public Security reported further on the situation of fake news and false news.
Minister of Public Security Luong Tam Quang said that the consequences of fake news and false information are unpredictable and cause serious consequences. This is also a major threat to the socio-economic situation, national sovereignty and global security.
According to the Minister, common violations include creating, disseminating, posting, sharing, and storing fake news and untrue news; distorting the Party's policies and the State's policies... to attract views, likes, profit, and fraud.
Live streaming on social networks to propagate fake news and false information has a negative impact on social mood and security and order.
“The consequences affect economic development, especially in the securities, real estate, and finance sectors. There is information that causes capital losses of thousands of billions of dong in the stock market,” said Minister Luong Tam Quang.
In addition, there are also some other behaviors such as the act of establishing and using negative groups to cause distorted perceptions, incite deviant behaviors, violence, promote superstitious practices, depravity, sexual stimulation, etc. The act of establishing groups to deal with and incite resistance against functional forces.
Through the work of ensuring security and order, the Ministry of Public Security focuses on groups such as reporting to checkpoint 141, checking alcohol concentration, speeding or dealing with functional forces in traffic safety inspection.
In addition, there is also the creation of groups to buy and sell foreign currency, counterfeit money, fake certificates, drugs, weapons, and explosives.
“We must grasp the situation and strictly handle according to the law those who spread false information on cyberspace and social networks,” said the Minister of Public Security, adding that according to current law, those who spread false information can be subject to administrative or criminal sanctions. However, the current administrative penalties are not enough of a deterrent.
According to Decree 15 of the Government, the range is 5-10 million VND. Recently, the authorities have basically handled it at 7.5 million VND.
In reality, there is still a lack of specific quantitative regulations to determine administrative violations or prosecute criminal liability for acts of spreading fake news or false information on cyberspace.
“For example, to what extent is an insult to human dignity considered serious? Meanwhile, simply fabricating or spreading things that are clearly untrue in order to seriously insult the honor and dignity of others is enough to constitute a crime,” the Minister added.
The leaders of the Ministry of Public Security affirmed that it is necessary to fight against erroneous and hostile viewpoints, fake news, and false information, while at the same time propagating and orienting public opinion and raising people's vigilance, especially those using social networks, to create resistance to fake news and false information in cyberspace.
"When cooperating with law enforcement agencies of other countries, the Ministry of Public Security agrees to cooperate in sharing information and the principle of not allowing any individual or organization in this country to provide fake or untrue information that affects the security, social order and safety, organizations and individuals of other countries," Minister Luong Tam Quang stated.
