The arrangement and reorganization of villages and residential groups nationwide is being implemented in accordance with the Party and State's policies, with the goal of streamlining the apparatus and improving the effectiveness and efficiency of the political system at the grassroots level.

In Directive No. 21/CT-TTg, the Prime Minister requested that before June 10, the People's Committees of provinces and cities review all villages and residential groups in the area; develop a comprehensive plan to arrange and reorganize villages and residential groups; and report to the Party committees at the same level before promulgation.

Before June 30, the People's Committees of provinces and cities direct the People's Committees of communes to develop a project to arrange villages and residential groups; organize to collect people's opinions in accordance with the law; submit the project to the People's Council of communes for approval to ensure publicity, transparency and create consensus in the implementation process.

Based on the provisions of Decree No. 185/2026/ND-CP, the Ministry of Home Affairs has requested localities to focus on directing the development and promulgation of the Overall Plan for rearranging and reorganizing villages and residential groups before June 10, 2026, as required in Directive No. 21/CT-TTg; and at the same time send it to the Ministry of Home Affairs for monitoring and synthesis.

Periodically report the progress and results of implementation to the Ministry of Home Affairs before 5 pm every Friday to summarize and report to the Government and the Prime Minister.

In which, regarding the progress of implementing the arrangement of villages and residential groups, it is necessary to report on the promulgation of the overall plan; the development of the Project, organization of taking people's opinions, through the Commune-level People's Council; expected results of arrangement implementation; expected reduced number and remaining number after arrangement...

In Hanoi, the City People's Council has passed a Resolution regulating the organization and operation of villages and residential groups; titles, quantities, regimes, and policies for non-specialized workers in villages and residential groups in the city.

Also according to the resolution, non-specialized personnel in villages and residential groups include the titles: Village head or residential group head; Party cell secretary; Head of Fatherland Front work committee; Deputy village head or deputy head of residential group.

Currently, the whole city has 5,467 villages and residential groups. The post-arrangement plan is expected to have 2,755 villages and residential groups, a decrease of 2,712 units compared to the current situation.

In Thanh Hoa, based on actual review, localities in the province proposed to arrange the existing 4,115 villages and residential groups into 1,702 new units.

If the plan is approved, the whole province will have 1,938 villages and residential groups, a decrease of 2,413 units compared to the present.

In Da Nang, the city has 1,076 villages and 3,080 residential groups. Currently, out of 1,076 villages, 488 villages (45.4%) have a scale of less than 300 households; of which 102 villages are subject to merger, and 51 villages have specific elements according to regulations.

For residential groups, out of a total of 3,080 groups, there are 2,923 groups (94.9%) with a scale of less than 450 households; of which 2,932 groups are subject to arrangement and merger and 73 groups have specific elements.

In Ho Chi Minh City, localities must submit plans for arranging neighborhoods, hamlets, villages, and residential areas to the Department of Home Affairs before June 2nd for summarization. On that basis, the city develops a master plan and submits it to the Standing Committee of the City Party Committee for consideration before June 10th.

From June 13 to before June 18, commune-level People's Committees organize to collect people's opinions on the arrangement project, then complete the dossier and submit it to the People's Council of the same level for decision.

Similarly, implementing the Central Government's policy on arranging villages and residential groups, at this time, Quang Ninh, Ha Tinh, Cao Bang provinces... are also urgently developing draft arrangement plans and preparing related personnel plans.
