On July 23, in Hanoi, General Secretary To Lam - Secretary of the Central Military Commission visited and chaired a working session with the General Department of Politics of the Vietnam People's Army (VPA).
Speaking at the meeting, General Secretary To Lam emphasized that our most important goal at present is to maintain peace and stability; develop quickly and sustainably; further improve the material and spiritual life of the people.
In the new context and under new conditions, the General Secretary suggested that the General Department of Politics direct the entire army to strengthen solutions to build a politically strong army, closely attached to the people, especially building political and spiritual factors, as a basis for improving the quality of the army's overall composition and fighting strength.
With the rapid and complex developments of the world and the region, building a politically strong army becomes even more urgent.
In particular, with the emergence of new forms of war, combat environment, new strategic space, new methods of conducting war, especially high-tech war, building political and spiritual factors for the army becomes especially important.
Ensure officers and soldiers to dare to face difficulties, challenges, and the fierceness of war; believe in Vietnamese military art; so that soldiers dare to fight, know how to fight, be determined to fight and defeat all invaders.

Advising the Central Military Commission to direct the development of a comprehensive project of technical solutions to serve the task of protecting the Party's ideological foundation from the Central to the grassroots level according to the tasks assigned by the Politburo.
Emphasizing that this is an important matter, the General Secretary requested relevant departments, ministries and branches to get involved, coordinate with the Central Military Commission to develop this project well and effectively implement it.
At the same time, the work of arranging and assigning cadres to working positions needs to be carried out carefully, objectively, accurately, strictly following the principle of democratic centralism in cadre work.
It is necessary to select the right cadres with virtue, talent, heart, ability, and high prestige to take on leadership, command, and management positions of agencies and units in the army and in the national political system.
In conducting personnel work, it is necessary to closely combine ideological work, organization work and policy work, pay attention to implementing well policies for the army and military rear, social insurance policies, health insurance for soldiers and their relatives.
According to the General Secretary, we have recently resolutely adjusted the organization of the military force to be lean, compact, strong and achieve many results. To date, the entire army has had more than 3,900 organizations adjusted to be lean, compact, and strong.
The General Secretary emphasized that the army must have "one before, guns behind", must "modernize people before modernizing weapons and equipment".
The General Secretary also requested the General Department of Politics to advise the Central Military Commission to organize Party Congresses at all levels well, especially the 12th Army Party Congress, term 2025 - 2030.
Regarding personnel, it is necessary to strictly implement the Central's instructions on personnel work and personnel work of Party Congresses at all levels; it is necessary to carefully review senior personnel to introduce them to the Central Executive Committee for the next term.
Senior officers in the army participating in the Central Executive Committee must truly be outstanding comrades with high prestige in the entire Party. The General Secretary requested that the Military Party Congress must be a model congress, setting an example for other Party Congresses to learn from.
