In Guidance No. 02-HD/BTCTW, the Central Organization Committee guides a number of contents on quarterly periodic evaluations for leading and managing cadres at all levels in the political system.
According to the Guidance, quarterly cadre evaluation aims to concretize and guide the unified implementation of the Politburo's policy on quarterly evaluation of leading and managing cadres; continue to strongly innovate and improve the quality of cadre evaluation work in a regular, continuous, and substantive direction, associated with results, output products, practical effectiveness and personal responsibility, especially the head; gradually turn cadre evaluation work from a difficult and weak stage to a key stage in cadre work.
Quarterly evaluation results are monitored, updated, and accumulated to serve as an important basis, deciding on quality evaluation and classification at the end of the year and serving personnel work when necessary.
Through quarterly evaluation results to promptly detect, train, and use cadres with outstanding capacity, innovative thinking, creativity, daring to think, daring to do, daring to take responsibility for the common good; at the same time, rectify, screen, and replace cadres with limited capacity, irresponsibility, and failure to meet task requirements.
The guidance emphasizes the requirement to harmonize qualitative and quantitative assessment, in which quantitative criteria on output product quality, task performance efficiency, associated with assigned responsibilities and tasks are valued; ensuring according to the requirements "6 clear: clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority" and "one task - one focal point is primarily responsible"; thoroughly overcoming the situation of subjective, lenient, evasive, and substantive assessment.
Quarterly evaluation criteria must be specified, ensuring unity and intercommunication according to the annual evaluation criteria specified in Regulation 366 and Guidance 43; at the same time, closely following the targets and tasks according to the Resolution of the 14th Party Congress and focusing on the following key results axes: Implementing socio-economic development goals and assigned political tasks; Improving institutions, promoting decentralization and delegation of power associated with inspection and supervision;
Promoting the development of science, technology, innovation and digital transformation; Building a clean and strong Party and political system; maintaining internal solidarity and unity; preventing and combating corruption, wastefulness, and negativity;
Developing culture, people, ensuring social security, improving people's lives; Strengthening national defense and security, maintaining political and social stability, improving the effectiveness of foreign affairs and international integration.
The guidance clearly states that quarterly evaluations are carried out seriously, scientifically, and methodically, avoiding further administrative procedures; encouraging the application of digital technology, data management in real time to monitor, count, score, evaluate, and classify officials; promptly identifying problems and adjusting them in the process of organization and implementation.
