On October 31, at the 5th session (special session), the People's Council of Can Tho City voted to approve the draft Resolution regulating the content and level of expenditure to ensure state management of law enforcement in handling administrative violations in the city.
As planned, the level of support for cadres and civil servants working in inspection and evaluation of documents and papers in administrative violation handling records with complex content, wide scope, affecting many subjects is 600,000 VND/ dossier.
According to the submission, the People's Committee of Can Tho City said that on July 31, 2025, the City People's Council issued a Resolution approving the List of legal documents issued by the People's Council of Can Tho City, Hau Giang Province, Soc Trang Province before the arrangement of selected administrative units to continue applying. Accordingly, Resolution No. 06/2019 of the City People's Council stipulates the content and level of expenditure to ensure state management of law enforcement on handling administrative violations, which is selected for application in the new Can Tho City.
However, in reality, in recent times, the handling of administrative violations in the city has encountered increasingly many difficulties due to the increasingly complex nature of cases, related to many professional fields such as land, construction, environment, finance, security and order, etc.
administrative violation records are not only used to determine behavior and fines, but also require careful analysis of legal details, proper application of specialized regulations and ensuring the handling process is in accordance with the law.
"The process of reviewing, examining, and giving opinions on these documents often takes a lot of time, effort, and requires high professional qualifications and professional responsibilities. However, the current spending level according to Resolution No. 06/2019 is still low, not commensurate with the workload and actual requirements, not creating motivation as well as ensuring legitimate rights for cadres and civil servants directly participating in this work" - The Submission of the People's Committee of Can Tho City clearly stated.
Therefore, the City People's Committee believes that submitting to the City People's Council to issue a resolution is necessary, in order to improve the quality of advisory work and limit errors in issuing penalty decisions.
