On the afternoon of February 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting in January 2026, online with localities, discussing the socio-economic situation in January 2026 and key directions for the coming time.
Concluding and directing key tasks and solutions and some specific tasks and solutions, the Prime Minister requested cadres, civil servants, public employees, especially heads of ministries, branches, localities, and agencies to promote the highest sense of responsibility of party members, work wholeheartedly, do it to the end, and serve the people.
Regarding monetary policy, the State Bank presides over proactive, flexible, appropriate, and effective management, ensuring a dual goal of both promoting growth and controlling inflation; directing credit into production and business, priority sectors, growth drivers, social housing, infrastructure, digital technology, production, processing and consumption of agricultural products...; strictly controlling and ensuring credit quality in potentially risky sectors.
Regarding fiscal policy, the Ministry of Finance presides over and further promotes the conditions of public debt and low government debt (exemption, reduction, extension of taxes, fees, and charges appropriately; issuing government bonds for key projects); strengthening management and promoting the stable, safe, and effective development of the stock market and corporate bonds.

Ministries, branches, and localities implement management solutions to stabilize the market and prices. Strictly implement regulations on price declaration and listing, strictly handle violations, prevent hoarding and price increases, and fight against smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement.
Promptly put into operation the gold exchange, pilot the cryptocurrency exchange, real estate and land use rights transaction center, ensuring safety, health, publicity, and transparency; promote the International Financial Center.
The Ministry of Construction presides over promoting the development of a safe, healthy, and sustainable real estate market; developing both social housing, housing for middle-income people, and commercial housing.
The Ministry of Construction continues to deploy the development of the expressway system, review and complete it according to regulations and standards. At the same time, strengthen inspection and supervision to implement projects in accordance with procedures and regulations, prevent minor violations from accumulating into major violations, prevent negativity and waste, strictly handle violations and avoid delays.
The Ministry of Home Affairs presides over the launch of the emulation movement for innovation, science and technology development, digital transformation, green transformation, emulation on private economic development and improving the efficiency of the state economy.
Continue to improve regulations on the organization of the administrative apparatus and effective operation of the local government at 2 levels, remove obstacles; improve the mechanism for evaluating cadres and civil servants according to KPI; drastically cut, simplify, and reduce the time to implement administrative procedures.
The Prime Minister also requested to ensure salaries and Tet bonuses for workers. The Ministry of Education and Training is preparing to start construction of 148 boarding schools in border communes and complete the construction of 100 schools that have started construction.
Regarding the difficulties and obstacles in recent days when implementing Decree 46, the Prime Minister requested to urgently develop and promulgate today the Government's Resolution to remove the current obstacles, resolutely not to prolong this situation.
Government leaders once again reminded ministries and agencies to pay close attention to the requirement that management should not be abrupt, and when issuing legal normative documents, it is necessary to stipulate specific transitional clauses.
