The Government Inspectorate has just issued Plan No. 1505/KH-TTCP on thematic inspection of works and projects with difficulties, obstacles, delays, prolonged backlogs, low efficiency, and risks of causing loss and waste.
The Government Inspectorate directly inspected 145 projects of ministries, central branches and corporations and general companies under the management of ministries and branches, with a total investment of over 100 billion VND; inspected a number of large projects of localities with a total investment of over 1,500 billion VND.
Looking at the list of projects that will be inspected, we can mention projects that have caused a lot of noise and caused public outrage such as: Usilk City project (invested by Song Da Thang Long Joint Stock Company); VICEM Operating and Trading Center project (invested by Vietnam Cement Corporation); Yen Vien - Pha Lai - Ha Long - Cai Lan railway project;...

Speaking specifically about one of these, Usilk City, Lao Dong Newspaper has had many articles reflecting on the project with a total investment of more than 291 billion VND, but many apartment buildings have been under construction for more than a decade, causing waste of resources and public outrage.
On August 3, according to Lao Dong reporter's research, the Government Inspectorate issued instructions on thematic inspections of projects. In particular, note some common types of violations.
According to reports from ministries, branches and localities, projects with some types of violations often occur as follows: Issuing licenses, investment certificates or investment decisions and implementing investments not in accordance with regulations; Selecting investors without auctioning or bidding; (3) Land allocation and lease not in accordance with regulations;
Change the purpose of land use when implementing the project without fulfilling financial obligations, allocate land without meeting the prescribed conditions; Planning and implementing the planning in violation of regulations; No decision on land allocation or land lease but cleared the site;
Management, use, and allocation of public investment capital to the wrong subjects, principal and expenditure for basic construction; Project implementation is slower than the approved schedule; Contract signing and payment by land fund are not in accordance with regulations; Adjusting design, total investment, construction estimates, contract value many times without basis; slow settlement or prolonging settlement time after project completion ...
"5 clear" requirements in inspection activities
At the end of March this year, the Government Inspectorate organized the announcement of the inspection conclusion of the two investment projects to build new facilities 2 of Bach Mai Hospital and Viet Duc Friendship Hospital.
The surprise inspection of the two hospital projects was carried out by the Government Inspectorate under the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity, directly headed by General Secretary To Lam.
Notably, in the announcement of the inspection conclusion, in addition to discovering the waste value of up to thousands of billions of VND, transferring the case file with signs of crime to the Ministry of Public Security, the leaders of the Government Inspectorate made important drawbacks for professional activities.
In fact, with this inspection, the Government Inspectorate has required the Inspection Team to carry out "5 clear": clear cause, clear violation, clear responsibility, clear damage and clear waste.
In particular, with a clear requirement of responsibility, when the violation of the law is detected, it is necessary to clarify the responsibility of which collective and individual.
In line with the direction of General Secretary To Lam when mentioning this issue, it is necessary to direct the review and strict handling of major waste cases that are of public concern, in accordance with the spirit of handling a case to warn the whole region and the whole field. Clearly identify responsibilities and handle relevant organizations and individuals. According to the General Secretary, there must be an address responsible.

With a new large-scale inspection peak, as planned, the Government Inspectorate will issue Inspection Conclusions before September 25, 2025.
Many opinions hope that this inspection plan will open the way for the proper handling of problems and persistent problems, and be the basis for the authorities to clarify the responsibility of collectives, organizations, and individuals causing loss and waste of national resources.
