On the afternoon of November 17, the People's Council of Dong Thap province, term X, 2021 - 2026, held the 5th session to dismiss and elect the Chairman of the Provincial People's Committee. The meeting was chaired by Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Chau Thi My Phuong; Permanent Vice Chairman of the Provincial People's Council Pham Van Chuan, Vice Chairman of the Provincial People's Council Tran Thanh Nguyen. Attending the meeting were members of the Party Central Committee, Secretary of the Provincial Party Committee Ngo Chi Cuong; Standing Deputy Secretary of the Provincial Party Committee Nguyen Hai Tram; Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Phan Van Thang; Deputy Secretary of the Provincial Party Committee Pham Thanh Ngai.
At the meeting, delegates voted to approve the Resolution on the dismissal of Mr. Tran Tri Quang from the position of Chairman of the Dong Thap Provincial People's Committee for the 2021 - 2026 term, appointed by the Central Party Secretariat to hold the position of Deputy Secretary of the Vinh Long Provincial Party Committee. At the same time, the Provincial People's Council conducted an election for the position of Chairman of the Dong Thap Provincial People's Committee, term 2021 - 2026 for Mr. Pham Thanh Ngai - the new Deputy Secretary of the Provincial Party Committee. As a result, 100% of delegates agreed to elect Mr. Pham Thanh Ngai as Chairman of the Dong Thap Provincial People's Committee.
The Chairman of the Provincial People's Council suggested that immediately after the session, the Standing Committee of the Provincial People's Council coordinate with relevant agencies to immediately complete procedures and documents to submit to competent authorities for approval of the position of Chairman of the Provincial People's Committee, soon stabilize the organization and personnel so that the Provincial People's Committee and the Chairman of the Provincial People's Committee can effectively perform their functions, tasks and powers according to the law.
As Lao Dong reported, also on November 17, 2025, the Dong Thap Provincial Party Committee held a ceremony to announce the Decision of the Central Party Secretariat to transfer and appoint Mr. Pham Thanh Ngai to cease participating in the Executive Committee, Standing Committee and cease holding the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term; transfer and appoint to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Dong Thap Provincial Party Committee, term 2025-2030. Mr. Pham Thanh Ngai, born in 1971, hometown of Ca Mau province; joined the Party on January 28, 1996; training level: Master of Economic Law, Bachelor of Law, Senior Political Theory - Administration.
