Chairmen of People's Committees of communes in Hanoi and Ho Chi Minh City may receive allowances with a coefficient of 0.7

The Ministry of Home Affairs proposes that Chairmen of Commune People's Committees receive allowances of coefficient 0.7 in Hanoi, Ho Chi Minh City and coefficient 0.6 in other provinces and cities.

The Ministry of Justice is reviewing the draft Decree amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.

The draft Decree was drafted by the Ministry of Home Affairs and is expected to take effect from January 1, 2026.

One of the notable proposals is to adjust leadership allowances for commune-level leadership positions.

Accordingly, the allowance of the new Commune People's Committee Chairman is 0.6. A rate of 0.7 is proposed to be applied to this title in Hanoi and Ho Chi Minh City. This level is 0.35-0.45 higher than the current regulation.

Based on the list of title positions, groups of titles, and leadership positions of the political system prescribed in Regulation No. 368-QD/TW of the Politburo, the drafting agency stipulates in 2 levels for each title: Communes, wards, and special zones under Hanoi and Ho Chi Minh City and the remaining communes, wards, and special zones.

At the same time, the draft decree stipulates that the allowance for leadership positions at the new commune level is 0.05-0.1 lower than that of the old district level.

The Ministry of Home Affairs said that this plan ensures the correct implementation of the Politburo's direction; is consistent with the functions, tasks, and authority of the commune-level administrative agencies and units after the arrangement.
