On the morning of February 24, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man worked with the Committee for Delegate Affairs on key tasks for 2026.
Speaking at the working session, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the positive results that the Delegate Affairs Committee has achieved in 2025, especially in the context of the organizational structure having many important changes.
According to the National Assembly Chairwoman, after 10 months of consolidation, the Committee quickly stabilized its organization, promoting its role and position in the system of agencies of the National Assembly.
In 2025, the Committee for Delegate Affairs actively advised the Politburo, the Secretariat, the National Assembly Party Committee, and the National Assembly Standing Committee in consolidating the National Assembly's Committees, arranging ministries, branches and provincial and commune-level government organizations.
In particular, in the last 6 months of the year, the Committee has focused highly and advised drastically on the preparation for the election of National Assembly deputies of the 16th term and People's Council deputies at all levels.
The Committee has closely coordinated with relevant agencies, advised on issuing important conclusions and directives; and at the same time chaired and coordinated the amendment and completion of the Law on Election of National Assembly Deputies and People's Council Deputies.
Regarding tasks in the coming time and in 2026, the National Assembly Chairwoman emphasized a number of key tasks, including focusing highly on election work in the peak period of March.
The time is no longer counted in days but in hours; all stages must be thoroughly reviewed and problems must be promptly handled. The goal is to successfully organize the election, select enough 500 National Assembly deputies out of a total of 864 candidates in 182 constituencies, and at the same time ensure the sufficient number of People's Council deputies at all levels as prescribed" - National Assembly Chairman said.
The National Assembly Chairwoman requested the Committee to closely coordinate with the Vietnam Fatherland Front to promote training for cadres at the commune and provincial levels, especially in the context of many new cadres participating in election work;
Proactively prepare carefully plans and scenarios related to personnel work at the first session of the 16th National Assembly; implement procedures correctly but ensure streamlining, clarity of work, clarity of responsibility, avoiding formality. Propose synchronous solutions to improve the quality of operation of elected agencies and elected representatives.
Accordingly, continue to innovate and improve the quality of management of National Assembly deputies; study to amend and improve regulations to strengthen discipline and responsibility in the activities of deputies in parliament and localities.
In the context that the proportion of new deputies is expected to account for over 50% of the total number of National Assembly deputies of the 16th term, it is necessary to strengthen training, skills training, and improve operational capacity.
For the People's Councils of localities, the Committee needs to strengthen guidance to ensure that the People's Councils grasp the laws and resolutions promulgated by the National Assembly in the fastest and most certain way.
According to the report of the Committee for Delegate Affairs, right at the beginning of 2026, the Committee issued a plan to assign and deploy the development of 7 Projects of the National Assembly Party Committee submitted to the Politburo and the Secretariat in the fields under the Committee's responsibility.
