Accordingly, regarding the mechanism for arrangement and use, for those who are attracted to work as civil servants and public employees after being recruited by agencies, organizations, and units for management and use, creating conditions for arrangement and use as follows:
To be given priority by competent authorities in planning leadership and management positions.
Priority will be given to sending for political theory training, training, fostering, learning experiences, research, and exchanging domestically or abroad on professional expertise and skills, even if the conditions for age, planning title, and training form have not been guaranteed; during the time sent for training, fostering will maintain the same regime and policies and will be paid all expenses according to regulations.
To be assigned to work appropriately, maximize professional capacity, qualifications, and strengths; be considered for rotation to work for a limited period of time at domestic and international organizations.
Scientists are given maximum resources to implement assigned programs and tasks.
For post-recruitment students, if they have completed their tasks excellently for 2 consecutive years, they will be considered and assigned to hold leadership and management positions at the department level (in a unit with a formation organization) or at the department level (in a unit without a formation organization) at the agency, unit, or locality where they work without having to meet the requirements of working time, planning, and political theory. After 1 year from the date of expiration of the probationary period for leadership and management positions, the competent authority will evaluate and consider the official appointment.
