In particular, regarding the recruitment mechanism, special recruitment is carried out without taking an entrance exam to work as civil servants and public employees for individuals:

Young scientists under 47 years old have the title of associate professor, professor; experts, leading scientists, people with high professional qualifications in strategic, key, and important fields and fields, meeting one of the following criteria:

- Having national, international research awards or scientific research works, contributing to innovation and development of sectors, fields, localities, and countries.

- Have outstanding work achievements, exceeding the requirements of the position in charge.

- Having inventions, inventions, technical improvements, initiatives to improve work efficiency, work performance or breakthrough solutions, scientific and technological products that create specific results of high value, making important contributions to the development of the industry, field, locality, country, being recognized and rewarded by competent authorities (provincial, ministerial, and higher).

Business managers and administrators at agencies, organizations, research institutes, technology corporations, domestic and international enterprises in strategic, key and important sectors and fields, meeting all the following criteria:

- Have in-depth expertise in a field or profession suitable for recruitment.

- Have outstanding achievements in the field of activities, in accordance with the requirements for implementing economic, scientific, technological development tasks or key fields in Vietnam.

- Have experience as a consultant or senior manager for a number of specialized majors for 5 years or more.

Implement the admission process for excellent graduates at domestic and international higher education institutions, and at the same time win high prizes in prestigious national or international competitions; prioritize strategic, key and important sectors and fields of the country and locality.

In addition, localities, agencies and units can sign labor contracts with the above individuals based on actual needs to ensure the goal of attracting high-quality human resources with a lot of experience and experience, linking benefits with work results.
