On February 25, according to information from the Ministry of Home Affairs, this agency is continuing to coordinate with the Central Organization Committee to propose staffing for the 2026-2031 period of ministries, branches, and localities to report to the Politburo, including proposing principles and expected plans to determine staffing needs for the 2026-2031 period in units.
The implementation on the basis of arranging civil servants and public employees according to the job position structure (VTVL) at agencies and organizations will have adjustments according to the classification of administrative units, population, and regional and local characteristics.
After the 2026-2031 payroll period is approved by competent authorities, ministries, branches, and localities continue to base on the criteria: Functions, tasks; payroll and workload of each payroll; level of modernization of equipment, working facilities and application of information technology; actual use of assigned payroll; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety.
The above criteria help ministries, branches, and localities proactively arrange and assign staff to each agency, organization, and unit under their management to be appropriate, ensuring that it does not increase the number of staff assigned by competent authorities in the 2026-2031 period.
Previously, the Government issued Decree No. 361/2025/ND-CP regulating the VTVL of civil servants, in order to institutionalize the Party's policy, the provisions of the Law on Cadres and Civil Servants No. 80/2025/QH15 on VTVL of civil servants, and transform the management method of civil servants according to VTVL, associated with the goals and results of task implementation.
To ensure the organization and implementation of Decree No. 361/2025/ND-CP, the Ministry of Home Affairs requests ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and cities to implement uniformly, synchronously, without formality, associated with innovating the management method of civil servants according to VTVL; not to completely entrust the determination of VTVL to agencies, organizations, and units under their management.
Organize the implementation of approval and adjustment of civil servant VTVL in agencies, organizations, and units under management in accordance with the provisions of Decree No. 361/2025/ND-CP, ensuring compliance with assigned functions and tasks; no duplication or overlap.
Associated with goals, results, output products according to VTVL and state management requirements of each industry, field, and locality; associated with requirements on capacity, complexity, responsibility of work, as a basis for recruitment, arrangement, use, evaluation, training, planning, appointment and other related contents in civil servant management.
The Ministry of Home Affairs noted that ministries, branches, and localities need to develop a job description and capacity framework for VTVL in a unified direction on core structure and content; and at the same time proactively concretize content suitable to the specific characteristics of each agency, organization, and unit within the scope and authority assigned.
It is necessary to review the determination of the proportion of civil servants according to VTVL in accordance with the functions, tasks, scale and nature of operations of agencies, organizations, and units.
At the same time, strengthen the inspection of the identification, approval, and adjustment of civil servant VTVL; promptly detect and rectify ways of doing things that are not in accordance with the provisions of law.
