This afternoon (6.6), in Hanoi, the Office of the President held a Press Conference to announce the President of the Socialist Republic of Vietnam (SRV) announcing the Resolution of the National Assembly amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam and the Laws and Ordinance passed by the National Assembly and the National Assembly Standing Committee (NASC) of the 15th tenure.
Attending and chairing the press conference were members of the Party Central Committee: Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung; Vice Chairman, General Secretary of the Central Committee of the Vietnam Fatherland Front (VFF) Nguyen Thi Thu Ha.
Also attending and chairing the press conference were Mr. Pham Thanh Ha - Deputy Head of the Office of the President, Mr. Nguyen Van Hien - Deputy Head of the Office of the National Assembly, Mr. Truong Hai Long - Deputy Minister of Home Affairs; Deputy Minister of Health Nguyen Thi Lien Huong.
At the press conference, Ms. Nguyen Phuong Thuy - Deputy Head of the National Assembly's Committee on Law and Justice - said: On the morning of June 16, 2025, the National Assembly passed a Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam with 470 National Assembly deputies (NADs) voting in favor (accounting for 100% of the total number of delegates present and 98.33% of the total number ofNA deputies). The Resolution takes effect from the date of approval by the National Assembly.
Regarding the basic content of the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, Ms. Nguyen Phuong Thuy said that the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam consists of 2 articles, in which, Article 1 amends and supplements 5/120 articles of the Constitution (including Articles 9, 10, Clause 1, Article 84, Article 110 and Article 111); Article 2 stipulates the effectiveness of the implementation and transitional provisions. Amend and supplement the regulations on the Vietnam Fatherland Front and socio-political organizations (Article 9 of the Constitution) to clarify the role of the Vietnam Fatherland Front as the central organization of the great national unity bloc, creating a foundation for the organization and streamlining of socio-political organizations and mass organizations assigned by the Party and State under the Vietnam Fatherland Front according to the direction and conclusions of the Party Central Committee, Politburo, and Secretariat; supplement and clarify the operating principle of socio-political organizations together with other member organizations of the Front as democratic commercial cooperation, coordination and unification of actions chaired by the Vietnam Fatherland Front.
Amend and supplement regulations on Vietnam Trade Unions (Article 10 of the Constitution) in the direction of reasonably inheriting the Con text of the Con text in recognizing the position and role of the Vietnam Trade Union organization, in accordance with the provisions in Article 4, ensuring that there are no overlaps with the amendment or supplementation of the provisions in Article 9 of the Constitution.
Amend and supplement regulations on the right to submit draft laws and draft laws of socio-political organizations (Clause 1, Article 84 of the Constitution) in the direction of stipulating that central agencies of socio-political organizations have the right to submit draft laws to the National Assembly, submit draft laws to the Standing Committee of the National Assembly to both demonstrate democracy and promote the active and proactive role of socio-political organizations.
Other member organizations of the Front will implement proposals and recommendations to develop draft laws and regulations through the Central Committee of the Vietnam Fatherland Front to suit the resources and practical capabilities of these organizations, ensuring the quality of draft laws and regulations.
Amend and supplement regulations on the organization of administrative units (Article 110 of the Constitution) in accordance with the direction in Resolution No. 60-NQ/TW dated May 12, 2025 of the 11th Conference of the Party Central Committee on the organization of local government at 2 levels. Accordingly, the administrative units of the Socialist Republic of Vietnam are organized into 2 levels, including provinces and centrally run cities and administrative units under provinces and centrally run cities due to the law.
Amend and supplement regulations on local government (Article 111 of the Constitution) in the direction of supplementing regulations on local government in special administrative - economic units to have a clear basis for the organization of special administrative - economic units with specific and outstanding mechanisms and policies in the coming time.
The Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, passed by the National Assembly, marked the beginning of a profound institutional reform, demonstrating a revolutionary innovative mindset in the organization of the national political and governance system, and is the foundation for the successful implementation of the Party and State's policy on streamlining the apparatus of the political system, creating a foundation to create a strong, prosperous Vietnam, with happy and happy people - Ms. Nguyen Phuong Thuy emphasized.
