Accordingly, based on the existing organizational structure, 7 specialized agencies under the People's Committee of Quang Ninh province were established on the basis of merging, receiving and transferring the functions and tasks of 13 agencies, including: Department of Home Affairs; Department of Labor - Invalids and Social Affairs; Department of Construction; Department of Transport; Department of Agriculture and Rural Development; Department of Natural Resources and Environment; Department of Science and Technology; Department of Information and Communications; Department of Planning and Investment; Department of Finance; Department of Culture and Sports; Department of Tourism; Department of Ethnic Minorities.
In which, the Department of Home Affairs will be established on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs.
Establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance.
Establish the Department of Construction on the basis of merging the Department of Construction and the Department of Transport.
Establish the Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications.
Establish the Department of Culture, Sports and Tourism on the basis of merging the Department of Culture and Sports and the Department of Tourism.
Establish the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.
Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Committee and receive functions and tasks in the field of religion and beliefs from the Department of Home Affairs.
Along with that, reorganize a number of specialized agencies under the People's Committee of Quang Ninh province, including: Reorganize the Department of Education and Training on the basis of receiving functions and tasks in the field of vocational education from the Department of Labor - Invalids and Social Affairs.
Reorganize the Department of Health on the basis of receiving the functions and tasks in the fields of social protection, children, prevention and control of social evils from the Department of Labor - Invalids and Social Affairs; transfer the task of drug addiction treatment and post-drug addiction treatment from the Department of Labor - Invalids and Social Affairs to the Provincial Police.
Reorganize the Department of Justice on the basis of transferring the task of state management of criminal records and performing public services for issuing criminal records to the Provincial Police.
Reorganize the Department of Industry and Trade on the basis of receiving the original status of the Provincial Market Management Department from the Ministry of Industry and Trade.
Reorganize the Department of Foreign Affairs on the basis of transferring the functions and tasks of diplomatic field inspection to the Provincial Inspectorate.
Reorganize the Provincial Inspectorate on the basis of receiving the functions and tasks of inspecting the fields of diplomacy, ethnic policies, religion, and beliefs from a number of departments and branches in the province.
After establishment and reorganization, the specialized agencies under the People's Committee of Quang Ninh province include 14 agencies (13 agencies after reorganization and restructuring and the Provincial People's Committee Office).
