On March 30, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters in Hung Yen province sent by the Petition Committee.
Accordingly, voters in Hung Yen province recommend that every year, mobilizing reserve soldiers to go for training is difficult, especially training at key units because some citizens who have completed their military service return to their locality to work abroad, work in enterprises, or work far away with higher incomes, while registering for reserve soldiers to train with low treatment (290,000 VND/person/day).
Voters in Hung Yen province proposed to increase the treatment regime for those participating in training.
Responding to this content, the Ministry of National Defense said that the 2019 Law on Reserve Forces, passed by the 14th National Assembly, 8th Session on November 26, 2019, took effect from July 1, 2020 (abbreviated as law); along with the issued documents detailing the law, created a legal corridor, improving the effectiveness of State management of reserve forces.
Accordingly, the 2019 Law on Mobilization of Reserve Forces stipulates the responsibility of reserve soldiers classified as participating in mobilization units for training, drills, checking readiness to mobilize, combat readiness at Point b, Clause 1, Article 4 "Implement commands for training, drills, checking readiness to mobilize, combat readiness".
At the same time, the Law also stipulates the regime and policies for reserve soldiers participating in training, drills, checking of readiness for encouragement and combat readiness in Articles 30 and 31, specifically specified in Decree No. 79/2020/ND-CP dated July 8, 2020 of the Government stipulating the regime and policies in building and mobilizing reserve forces for encouragement.
The salary and allowance regime is stipulated in Clause 1, Clause 2, Article 4 and Clause 1, Article 5, Decree No. 79/2020/ND-CP. The allowance regime per working day is regulated as follows:
For reserve officers and reserve professional soldiers, the 1-day allowance is calculated by the current basic salary month of officers with the same military rank or the same salary level of professional soldiers in active service divided for 26 days.
For non-commissioned officers and reserve soldiers, the allowance per working day is calculated at the allowance for non-commissioned officers and soldiers in active service with the same military rank (excluding military rank allowance due to prolonged service time).
If the concentration period is from 5 days to 15 days, the allowance will be received for 1/2 month; if the concentration period is from 16 days to 31 days, the allowance will be received for the whole month; if the concentration period is more than 31 days, the allowance will continue to be received as prescribed from the beginning.
