On the afternoon of September 30, 2025, at the National Assembly Headquarters, right after the official welcoming ceremony, Politburo member and National Assembly Chairman Tran Thanh Man held talks with President of the National Assembly of the People's Power and President of the State Council of Cuba Esteban Lazo Hernandez.
National Assembly Chairman Tran Thanh Man affirmed that he always attaches importance to and wishes to further deepen the special traditional relationship and comprehensive cooperation with the brotherly country of Cuba.
The President of the Cuban National Assembly, on behalf of the leaders of the Party, State, National Assembly and people of Cuba, expressed solidarity and shared with the country and people of Vietnam about the difficulties and severe consequences of the recent storms No. 9 and No. 10.
The President of the Cuban National Assembly respectfully thanked the participation and support of the Vietnamese people and the donation and support movement for Cuba launched by the Vietnam Fatherland Front and the Vietnam Red Cross Society. The President of the Cuban National Assembly considered this a manifestation of the deep solidarity and special relationship between the two countries, saying that he would use this meaningful support to solve the most urgent socio-economic problems, serving to improve people's lives.
The two leaders reviewed the overall bilateral agenda and agreed on measures to strengthen cooperation between the two countries in general and the two National Assemblies in particular in the spirit of "s leading, cooperation, and development together"; agreed to assess the vivid and substantial development of the special friendship between Vietnam and Cuba in recent times in the context of complicated developments in the world situation, demonstrating the "exemplary" relationship between the two countries in international relations.
The two sides were pleased to see that the good political-diplomatic relations, solidarity and trust between the two countries have reached a new, profound and substantial level of development through all three channels of Party foreign affairs, State diplomacy and people-to-people diplomacy.
Economic - trade and investment relations have had a remarkable change. Cooperation in the fields of culture, education, people-to-people exchanges and between central and local levels is increasingly in-depth, substantial and diverse.
The two National Assembly Chairmen assessed that the relationship between the two legislative bodies has been strengthened, and agreed to increase the exchange of experiences between the two countries and the two National Assemblies on law-making work, implementing major Party decisions in the new era, and effectively preparing and implementing the Party Congresses of Vietnam and Cuba in 2026.
The National Assembly Chairmen of the two countries also discussed international and regional issues of mutual concern, agreed to continue consulting, closely coordinating and supporting each other at international organizations and multilateral forums of which the two countries' National Assemblies are members, especially at the General Assembly of the World Parliamentary Alliance.
On the same evening, National Assembly Chairman Tran Thanh Man hosted a reception to welcome Cuban National Assembly Chairman Esteban Lazo Hernandez and a high-ranking delegation of the Cuban Party and State on the occasion of an official visit to Vietnam.
