The Government Office issued Document No. 3883/VPCP-PL dated May 6, 2025, conveying the direction of Deputy Prime Minister Le Thanh Long on the implementation of organizing a consultation on the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
Deputy Prime Minister Le Thanh Long requested the Ministry of Justice: Develop a document guiding the synthesis of results of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, and send it to agencies, ministries, branches and localities (to be completed before May 8, 2025).
Deputy Prime Minister Le Thanh Long assigned the Ministry of Public Security to: Establish and manage a utility system to collect public opinions on the VNeID application from May 6, 2025 to May 29, 2025; propagate and guide people to make comments on the VNeID application.
Develop a report summarizing the results of public consultation on the VNeID application, no later than May 30, 2025, and send it to the Ministry of Justice for general synthesis.
Preside over and coordinate with the Ministry of National Defense and relevant agencies to carry out the work of ensuring national security, order, and social safety during the process of collecting public opinions, sectors, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
To serve the collection of public opinions via the application, the new update of VNeID has added this utility. Accordingly, people can access the application, go to the section Seeking People's opinions on the content of the 2013 Constitution amendment to submit comments.
The provisions of the proposed revised Constitution are also posted on the application for people to easily follow. As of noon, there have been more than 1,100 comments via the application.
After the first meeting of the Committee on drafting amendments and supplements to a number of articles of the 2013 Constitution, National Assembly Chairman Tran Thanh Man - Chairman of the Committee signed and issued Plan No. 05 on organizing the collection of public opinions, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
The subjects of the consultation include all classes of people; central and local agencies and organizations; the Vietnam Fatherland Front and member organizations; experts and scientists.
The content of the consultation includes the entire draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam, including the layout, content and presentation techniques.
Regarding form, individuals can directly contribute their opinions on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send their opinions in writing to the competent authorities for synthesizing the opinions of the People mentioned in Section III of this Plan.
