Hai Duong - The Hai Duong Provincial Party Committee issued a resolution on merging Hai Duong province and Hai Phong city.

On April 28, Hai Duong Provincial Party Secretary Tran Duc Thang signed and issued Resolution No. 48-NQ/TU of Hai Duong Provincial Party Committee on merging Hai Duong province and Hai Phong city.

Accordingly, on April 28, 2025, the Executive Committee of the Provincial Party Committee of the XVII Provincial Party Committee on the consolidation of Hai Duong and Hai Phong city took place at the Cultural Center of Dong Dong province. After reviewing and discussing the report of the Standing Committee of the Provincial Party Committee and the report of the Standing Committee of the Provincial Party Committee on the draft project of consolidating Hai Duong and Hai Phong City, the Executive Committee of the Provincial Party Committee decided: Agree with the draft project of consolidating Hai Duong and Hai Phong city according to the report of the Standing Committee of the Provincial People's Committee.

In which: Merging Hai Duong province and Hai Phong city into Hai Phong city under the Central Government, with a natural area of 3,194.7 km2, population of 4,664,124 people. The political - administrative center of the (new) Hai Phong city is located in the current Hai Phong city.

Administrative units at the same level adjacent to the (new) Hai Phong city include: The North borders Bac Giang province (new Bac Ninh province); The South borders Thai Binh province (new Hung Yen province); The East borders Quang Ninh province; The West borders Bac Ninh province and Hung Yen province.

Assigning the Standing Committee of the Provincial Party Committee to lead the Provincial People's Committee to direct the Provincial People's Committee to continue coordinating with Hai Phong City People's Committee and relevant agencies to urgently complete the project; submit to the provincial People's Council on April 28, 2025; Completing the dossier submitted to the Government before 1.5.2025.

After the National Assembly issued a Resolution approving the merger of Hai Duong province and Hai Phong city, the two localities will coordinate to implement the Resolution according to regulations.
