According to the "Project to reorganize commune-level administrative units of Ninh Binh province in 2025", the province will reduce from 125 communes, wards and towns as at present to 39 commune-level administrative units (a reduction of 86 units), the reduction rate will reach 68.8%.
Regarding the plan and roadmap for arranging and handling headquarters and public assets after the arrangement of commune-level administrative units, the People's Committee of Ninh Binh province requires units to promptly renovate, repair, upgrade, and expand offices and working headquarters of agencies and organizations in accordance with actual needs and according to the provisions of law, ensuring effective exploitation of existing public assets.
The handling of residual houses and land after arranging communal administrative units shall comply with Article 40 of the Law on Management and use of public property in 2017; Decree No. 151/2017/ND-CP of December 26, 2017, detailing a number of articles of the Law on Management and Use of Public Assets; Article 9 of Decree No. 03/2025/ND-CP dated January 1, 2025 of the Government stipulates the rearrangement and handling of public properties as houses and land.
The People's Committee of Ninh Binh province requested relevant units to continue reviewing, counting, and developing plans for arrangement and use. At the same time, transfer to other agencies and units for use in the direction of: Prioritizing the arrangement of for education, healthcare, security, national defense, Public Administration Service Centers of new commune-level administrative units, public spaces serving community activities.
Transfer to organizations with the function of local housing business management and exploitation according to regulations to ensure within 5 years from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Ninh Binh province, the arrangement and handling of headquarters will be completed in accordance with regulations.
Mr. Tran Song Tung - Vice Chairman of Ninh Binh Provincial People's Committee said that the province has issued many documents directing and requesting relevant units to focus on speeding up the progress of rearrangement and handling of houses and land under the management of the province. In particular, direct the final handling of unused, ineffective, and improperly used offices and facilities.
The People's Committee of Ninh Binh province assigned the Department of Finance to be responsible for advising and drafting a Plan of the Provincial People's Committee on handling public assets as working offices and establishments that are not used, used ineffectively, or used for the wrong purposes by agencies and units under its management to decide on handling and organize handling in accordance with the provisions of law.
Resolutely do not let public assets go to waste or be lost. During the handling process, it is necessary to specifically determine the implementation progress of each stage such as: making a plan, approving a handling plan, handling decision, organizing handling... and specific responsibilities of relevant agencies, units, and individuals.
The People's Committee of Ninh Binh province assigned competent agencies to carry out inspection, examination, and supervision of implementation, promptly handle the responsibilities of collectives and individuals who do not perform or do not fully exercise their authority and responsibility in handling houses and land that are not in use, used inefficiently, or used for the wrong purpose.
