On the morning of April 28, answering the question of the press related to the failure to keep the town and the provincial city at the press conference of the Ministry of Home Affairs, the director of the local government Department Phan Trung Tuan said: "According to our initial proposal, the model of local government organizations still guarantees two levels of provincial and grassroots level. The grassroots level includes communes, wards, special zones, cities and towns".
However, during the project development process, competent authorities have considered very carefully. The Politburo has reviewed and commented on this project three times, especially carefully considering not to retain towns and cities in the province.
According to the Director of the Department of Organization of the local government, the decision to end the city and the town's activities comes from the fact that the Central Government has agreed on the policy of completely abandoning the district level and organizing the apparatus under the 2 -level model. Continuing to maintain the names associated with the old district level will make the apparatus uniform and easy to create psychological concern among the people is why leaving the district but still the city and town.
"There are many opinions wondering why the Central Government's policy is to abolish the district level while still retaining the city and town - the units that are currently district-level," said Mr. Tuan.
To avoid such a mentality, the Central Government has carefully considered this issue, then agreed to organize a two-level local government, completely abolishing the district level, including the name of the province's city.
At the same time, the Politburo and the Central also agreed to organize a relatively compact model, to ensure the best to serve the people, ensure performance, effectiveness and efficiency, so that the grassroots authorities are very close to the people and the people.
"Accordingly, the whole country will maintain the central provincial and municipal governance; the commune level will only have communes, wards, and special zones (organized in island areas). Vietnam is expected to have 12-13 special zones according to the plan submitted by localities" - the Director of the Department of Local Government added.
Previously, the Government approved the Project to reorganize and reorganize administrative units at all levels and build a model of organizing local government at 2 levels.
Based on the orientation of the Politburo and the Secretariat, the Government has carefully researched and perfected the multi-dimensional approach to innovative thinking, thereby proposing principles for organizing, reorganizing and reorganizing current commune levels into new commune levels.
The whole country will rearrange and reorganize the current commune levels in the direction of eliminating the intermediate level (district level), forming new commune levels, including communes, wards and special zones. Thus, there is no longer the type of city administrative unit under a province, city under a centrally-run city, town, district, town.
Currently, the country has 696 district-level administrative units, including 2 centrally-governed cities (Thu Duc City and Thuy Nguyen City), 85 provincial cities, 52 towns, 49 districts and 508 districts.
Thus, it is expected that from July 1 to now, there will be no more 696 districts, including many provincial cities and centrally-run cities.
