The Central Organizing Committee has issued Instruction No. 43-HD/BTCTW (Instruction No.): on a number of contents on reviewing, evaluating and classifying quality for collectives and individuals in the political system.
Instruction No. 43 states the content of implementing quarterly assessments for leaders and managers at all levels. In which, for cadres under the management of the Politburo and the Secretariat:
Based on Conclusion No. 198-KL/TW, dated October 8, 2025 of the Politburo on the evaluation policy for leaders and managers in the political system, standing committees of provincial Party committees, city Party committees, and party committees directly under the Central Government; standing committees of party committees of departments, ministries, branches, and leadership groups (where the party committee does not have a comprehensive leadership) conduct quarterly evaluations as follows:
Regarding the implementation time: Conduct the assessment and proposal of the classification level for the first, second, and third quarters; do not conduct the assessment and proposal of the classification level for the fourth quarter but combine it with the assessment and classification at the end of the year.
The results of the assessment and classification of the first, second, and third quarters and the results of the implementation of tasks in the fourth quarter are the basis for conducting a review, assessment, and proposal for the year-end classification level to ensure compliance with the regulations on the ratio, according to the subjects with similar positions, roles, functions, and tasks.
The guidance clearly states that the results of the assessment of individuals must be linked to the results of the work of the locality, organization, agency, or unit where the staff are working.
Regarding the implementation method, based on the targets and tasks assigned by competent authorities, individuals self-assess the implementation results; clarify the shortcomings, limitations, and arising problems (if any) and propose a classification level, ensuring compliance with Regulation No. 366-QD/TW.
The Standing Committees of Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government; Standing Committees of Party Committees of ministries, branches, and collective leadership groups (where the Party Committee does not have a comprehensive leadership) discuss, review, and propose a classification level; at the same time, recommend competent authorities to consider transferring, arranging other work for cadres who have violated, have shortcomings, or do not fulfill assigned duties and tasks (if any).
Regarding documents and deadlines, Party committees and organizations direct the synthesis and periodic reporting to the Politburo and the Secretariat (through the Central Organizing Committee) before the last 15 months of each quarter. The dossier includes: Report accompanied by Self-assessment of individuals (according to Form 05) and Summary Table (according to Form 06)
