The Government Office has just issued Notice No. 593/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the meeting on the implementation situation and handling difficulties in implementing local government at both levels.
The Prime Minister requested Ministers and Heads of ministerial-level agencies to directly direct and be responsible for the progress and quality of implementing tasks under the management of sectors and fields.
Direct and directly strengthen inspection, supervision, guidance, and review of the implementation of the 2-level government model in localities, promptly remove difficulties and obstacles; strictly handle the situation of pushing and avoiding responsibility.
Ministries, ministerial-level agencies, and agencies under the Government will strengthen guidance and urge localities to improve the organization of public service units under their management. Completion in November 2025.
Ministries and branches review, cut down, and simplify administrative procedures, improve the quality of online public services throughout the process; perfect connection and data sharing between systems.
The Government Office continues to review and urge weekly and monthly data collection and standardization of administrative procedures; monitor and urge ministries and branches to ensure that in 2025, 100% of administrative procedures related to enterprises are carried out online, smoothly, seamlessly, effectively, transparently, minimizing paperwork and the goals of cutting and simplifying administrative procedures.
Ministries and branches report the progress of cutting and simplifying administrative procedures and implementing online public services to the Government Office before 3:00 p.m. every Tuesday for synthesis and reporting to the Prime Minister every Wednesday.
The Ministry of Home Affairs shall preside over and coordinate with ministries, branches and localities to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure correct job positions, meeting task requirements; and strengthen the secondment of cadres with capacity and experience to the grassroots.
Urgently submit to the Government a Decree on the classification of administrative units as a basis for the arrangement, management of staff and reorganization of the apparatus. Complete before November 10, 2025.
Urgently develop and complete regulations on job positions; complete before December 15, 2025.
The Ministry of Home Affairs coordinates with the Central Organizing Committee to submit to the Central Steering Committee and the Politburo on the current status of payroll management for the period 2022-2026 and propose payroll for the period 2026-2031. Complete before December 31, 2025.
The Ministry of Education and Training coordinates with localities to review the overall demand for civil servants in the education sector, ensuring balance, suitability with population size, school network and task requirements after administrative unit arrangement. Completion in November 2025.
The Ministry of Finance shall preside over and coordinate with localities to arrange funding, complete headquarters, equipment, and working facilities, and handle surplus headquarters to ensure stable and effective operating conditions; continue to review, arrange, and strictly manage and effectively use public assets.
Propose to the Government a plan for handling and processing progress for surplus facilities and public assets, avoiding loss and waste, ensuring that resources are used for the right purposes and effectively. Complete before December 31, 2025.
